August 3, 1981
The Common Council of the City of Prior Lake met in regular session on

Monday, August 3, 1981 at 7:30 PM in the Council Chambers. Mayor Stock
called the meeting to order. Present were Mayor Stock, Councilman
Bissonett, Busse, Thorkelson, Watkins, City Manager MtGuird, City
Engineer
Anderson, City Planner Graser and City Attorney Mark Sullivan.
The minutes of July 27, 1981 were reviewed.
Minutes
Motion by Watkins to approve the minutes of July 27, 1981 as presented,
seconded by Busse and upon a vote taken it was duly passed-.
Pat Ferris, representative from ther'C'ty Hall/Library 'Complex Committee
City Hall/
presented the report from Close Associates, which was unani'mously'adopted
Library
by the Committee and recommends adoption by the Council..

Mayor Stock at this time thanked the Committe commended ' the m ' for all
of their time, efforts and dedication that they have given this project,
a job well done.
Motion by Bi'ssonett to adopt theCommittees recommendation and
question be put to a referendum at the November 3. 1981 local election and
that 1) The Committee remain active and that it would ,promote , this as
suggested to the pub.1 I ' ,c and 2) That the amount of financils that would be
,
needed,,,would be coordinated with the City Council through'ourtilty."
Manager, Mike McGuire, so he can get funds approved as needed seconded by
Thorkelson and upon a vote taken It was duly passed,.
The question of the new fire truck was brought up, whether or not this
Fire Truck
should be a seperate issue on the ballot or be put together with the
City Hall Complex as one.
Motion by Watkins to put the purchase of tl` "fire truck as a single referendum
issue in the Novemberelection, seconded by Busse and upon a vote taken It
was duly passed.
City Engineer Anderson presented two quotes for constructing a four foot

wide bicycle path on each side of Duluth Ave. from ' K)easant Ave.- to TH 13.
One Orlor
Bike Path
from Lake ,Black Top Inc. of $8,500.00 and one from Preferred Paving
of $10,887.00.

City Engineer Anderson will report back at the next council meeting,with a

Roger Cole,revi6wed the•findings of the investigation done by himself, of
the Lord's "Street Bridge.
The,property owners` of Martinson and Lords Islands presented a resolution
'to the City Council to table further investigation and expenditures on
the current new bridge proposal. So thatfurther investigation into an
alternative plan of-action that would modify the Martinson and Lords
Islands Bridge based on a landfill and culvert system, and that this pro-
posed alternate plan beo fven careful study by the Prior Lake City Council.
Motion was made by Watkins to accept the resolution as submitted seconded
by glss and upon vote taken it wAs•duly passed.

Motion by Bissonett to approve the preliminary plat, seconded by Busse,
