August 17, 1981 ` The Common Council of the City of Prior lake met in regular session on Monday, August 17, 1981 at 7:30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson Watkins, City Manager McGuire, City Engineer Anderson, Ci Planner Graser, Parks Director Mangan and City Attorney Sharon Nelson. 1 The minutes of August 10, 1981 were reviewed. , Motion by Busse to. approve the minutes of August 10, 1981 as presented, t MINUTES seconded by Bissonett and u on'a vote taken it was duly P � Y Passed. ` rl A representative for Steve Kes presented City Attorney Sharon Nelson with a copy of the filed easement requested by the Council for her to 'review-, i I was in order.. Motion by Busse to grant one residential building permit to the property described as Parcel B, and Parcel C, which consists of 10 acres and is in -• STEVE KES title to Steve Kes's and that the 500 ft. highway frontage `be waived in APPROVE BLDG. lieu of 'an easement 66 ft, in width which extends from Scott Cty., -42 to i 41 and abutting arcel C which g provides said owner right of ipgress- egress, i 'seconded by Watkins -, and upon a vote taken it was duly pass,'ed. Motion by Bissonett to approve the Police Report as submitted for the Month Police Report of July, 1981, seconded by Thorkelson and upon a vote taken it was duly passed. Parks Director Mangan presented the proposal by;the Hockey Assn.,-to construct - a new warming ouse for Lakefront Park. _ Q 'HOCKEY ASSN. 9 I FIRMING H$f. Steve Marie,tte was also present to comment on this proposal. Q . Motion by 81sson.ett.ta approve the Hockey Assn. plan of construction and that the details for the' bulIding materials be approved by the' City Parks Director Mangan, and that the plans,conform with the fire.safety standards as well, seconded by Watkins,'and upon a vote taken it was duly passed. Mayor Stock at this time thanked the Hockey Assn., for the warming house... i Mayor Stock 'called the "Public Hearing continuation of the Comprehensive Plan ,. to order. I City 'Engineer Anderson presented the updated maps and Bruce Patterson was present f COMPREHENSIV to answer any questions. Storm Water ; ,.' r Management The corrections to be made on the maps are follows: V K Plan ? Sheet G - Area of the Railroad - Tracks E CSAH 21, the::flow direction � " arrow needs to be changed'. Sheet I - Area of Shangri -La Plat remove a`pond that doesn't exist. , Sheet 1 - A pipe sr,6wn in the wrong area on Frost Point. Motion by Thorkelson to authorize the Mayor and the City Manager to enter in', AGREEMENT t the agreement with NSP for the underground service for the 8 homes. on Condsil itf"i - W St. from 5022 - 5124 in Prior Lake City in the sum of $5 seconded'`` by Watkins and upon a vote taken it was duly passed. City Manager McGuire reviewed the easement signed by Mr b Mrs. James Lynch contingent upon Council approval of $2,292.00 credit against their assessment, JAMES LYNCH w which was based on the Citys appraisal, it is the only easement in the project, EASEMENT t that direct cumpensation was given. z z, `.: CREDIT . ;+ , ,Approval was recommended because of the City appraisal. } a Motion by ,,Watkins to approve the $2,292.00 credit against Mr E'Mrs. James Lynch assessment, seconded by Busse and upon a vote taken it was passed. Mayor - S Stock; abstained. ; ; Mayor Stock called the Public Hearing Request for Road Vacation by Gary Lindstam to order. Motion by Bissonett to`ciAeithe` hearing on the Comprehensive Flan, seconded by Watkins, and upon a vote taken it was duly passed. f: Mayor Stock then read the Resolution requesting 1980 -81 local _planning s. {RESOLUTION FOR assistance discretionary grant funds from the Metropolitan Counciil. 1 °ASSISTANCE -METRO COUNCIL Motion by Watkins to adopt the resolution, seconded by B i ssonett ��,� and upon a vote taken it was duly passed. J City Attorney Sharon Nelson commented on the review of condemnatidp`,awards for North Grainwood Road. It was recommeojed by City Attorney Mari NORTH GRAINWOOD Sullivan that the .Council not take possession of those condemned pieces of property until the time of appeal ROAD ert - CONDEMNATIONS p p Y ' has passed. This item on the condemnation awards for North Grainwood Road w1`11 be reviewed at the next Council meeting on August 24, 1981. \ City Planner Graser presented the request for the iSteiner Preliminary�� 'i`, Plat approval. \ 1 Ron'Swanson was present to commend on the request.
