August 24, 198.1 The Common Council of the City of Prior Lake met in regular session on F ` Monday, August 24, 1981 at 7:30 -PM in the Council Chambers. Mayor Stock called the meeting to order_ rresent were Mayor Stock, Councilmen Bissonett, Busse, Thorkelson, Watkins, Ci Manager McGuire, City Engineer ; Anderson, City Planner Grasee, Parks Director Mangan, City Finance Director Teschner and. City Attorney M;jrk Sullivan. i The minutes of August 17 were reviewed. Motion by Watkins to approve the minutes of August 17, 1981 as presented, l seconded by Busse and upon a vote taken it was duly passed. North Grainwood City Attorney Mark Sullivan advised the Council on the status of the North Condemnation Grainwood Condemnat;�on, Awards. ` It was"a unanimous decision by the Council to cont inue with the condemnation awards. City .Engineer Andef,'son will report back and advise the Council further the re garding cond6 awards at the Pext scheduled meeting, Tuesday, September 8 , 1981.if 0' -ce for" City Planner Grase'r presented a variance 'request by David Bennett to consider a 4' cidF yard variance for Lot 26, Green Heights Addition. r The app.I!cant is proposing to construct a 16 x 26' de7'ached garage. Weil'and's Attorney requesting thls' request be,�tabled for another two weeks. Motion by Watkins to table the continuation of the road vacation request by Leo.- Weiland to September 8, 1981 at -8: PM, seconded by Thorkelson and upon a vote taken it was dul passed. Re Moving City Planner Graser requested the Council review the po,licy`on moving houses i "n City houses into the City. Staff feels there. is a need to establish guidelines and policies for many reasons.` Motion by Watkins to have Staff prepare a °detailed draft to:the ordinance regarding the moving of houses into or within the City as a Conditional Use and the fees to cover these situations, seconded by Bissonett and upon a vot& taken it was duly passed: Councilman Bissonett excused himself, because he is involved with the next item, Fred Schweich City Planner Graser presented the Rezoning Request by Fred 'Schweich to Rezoning MINUTES of the Proceedings of the City Council of the City of Prior Lake in the County of i Scott and State of Minnesota, all accounts audited by said Council. { rezone about 4.4 acres from C -1 to R -.2. y Fred Schweic Rezoning, Dennis Moriarty, Attorney representing Fred Schweich was resent along _with. Mayor Stock requested City Planner Eraser to mark Exhibit A, 8/24/8), on the Concept Plan, noting that the portion of land adjacent to the lake of :Prior Lake is exempt from the parcel of land requested to be rezoned, Exhibit B,, 8/24/81, drawing, on the Exhibit C, 8/24/81, on the schematic drawing. x Motion by Watkins to approve the request on the contingency that the density wc`Ad be # on a not to exceed figure of 10 un.its and that the duplexes will be treated as conditional uses in accordance with the City Zoning Code, the i 904 elevation be determined by a certified survey, which will then determine' the number ? of units, the land beiow the 904 elevation shall remain in the C -1 classification and that the erosion be ? i plan submitted to our City Engineer for.his approval, seconded by Busse and upon a vote taken it was duly passed, i I City's Water City Engineer Anderson and Jim Norton, representing OSM presented potential improvements for the City's Water i System -OSM System. I Motion Bissonett to authorize Orr- Schelen -Ma eron to y prepare a'feasibility' � i ��• study for the 12" water main from Msnitou Road to Sand Pointe Beach and a feasibility on a 20" water main from" Brooksville 6th Addn., this`also to - include methods of financing the projects, seconded by Watkins and upon _a vote taken it was duly ,passed. J Motion by Thorkelson to approve the Subleases, seconded by Watkins and upon P• vote taken it was duly passed. Motion by Watkins to have Staff report on this matter at the next meeting of 6 Se tember 8 1981 ' .P seconded by Busse and upon a vote taken it was duly passed, Paving }West ' Ave. City Engineer Anderson presented a request for direction on t he Paving of West Ave, Motion by Watkins to authorize City Engineer Anderson to pave'West Ave. 24' wide and take necessary efforts to control`' erosion, seconded by Busse and upon a vote taken it.was duly passed. Councilman Bissonett :abstained. Mzrlis Bluedorn announced there would be a meeting at the County re: Redistricting,. Stop Signs Councilman Thorkelson advised City Engineer Anderson that there are stop signs missing by the bowling alley and Mushtown Rd, Mayor Stock advised City Manager McGuire to contact the Planning Commission T; in regard to how important their attendance is at the Planning Commission meetings.
