The Common Council of the City of Priw' Lake'met in regular session on
Monday, September 14, 1981 at 7 :30 PM in the Council Chambers. Mayor
Stock called the meeting to order. Present were Mayor Stock, Councilmen
Bissonett Busse, Watkins, Thorkelson, City Manager McGuire, City Engineer -.
Anderson, City Planner Graser, City Finance Director Teschner and City
Attorney Mark Sullivan.
The 'minutes of September 8, 1981 were reviewed.

Motion by Watkins to approve the minutes of September 8, 1981 as presented,
seconded by Busse, and upon a vote taken it was duly passed.
Feasibility
City Engineer Anderson advised the council to consider doing a Feasibility
Report for
Report for the North Side Sanitary Sewer Project.

Sewer Project
Bernie Mittelsteadt, a representative from Orr- Schelen- Mayeron b Associates,
presented a letter dated September 8, 1981, re: the North Shore Sanitary
Sewer Project, which was accepted by the council °

Motion by'Bissonett to authorize a Feasibility Report for the North Side

Sanitary Sewer Project, as per the memorandum from OSM, dated September 8,
1981, seconded by Thorkelson and upon a vote taken it was duly passed:.
Ron Buckeye
City Planner Graser reviewed the Ron Buckeye Hardshell. Staff recommended
Hardshell for ,k'
approval for Buckeye's First Addition, contingent that the $204.00 park
Buckeye's 1st
dedication be paid.

Motion by Busse to approve the Ron Buckeye Hardshell c6ntingent that`the
$204.00 dedication be paid prior 'to the time of release, seconded by
Bissonett and upon a vote taken it was duly passed.

City Planner Graser reviewed the Conditional Use Permit request from'Ed
Ed Birdsong -
Birdsong to construct 4 units in an R -2 zone.
Cond: Use.
Ed Birdsong was - present to comment.

General..discussion evaluating the conditional use as to how it conforms to
the list ict including the problems of parking, density and height were.

reviewed by the council and staff.
Mayor Stock advised Mr. Birdsong to report back to the council in one week
with plans for alternatives for height and parking problems and to• consider

a schematic drawing of a three unit.
Motion by Bissonett to continue the Ed Birdsong conditional use permit
request to September 21 , 1981 at 7:35 PM, seconded by- Thorkelson and
upon a vote taken it was duly passed.
Pleasant Ave, 8
City Manager McGuire discussed the,extension of Pleasant Ave. and Walker Ave.
Walker Ave.
City Engineer Anderson reviewed a_map of the improvements and what alternatives
we have 'regarding this project, City Planner Graser also commented on this.

Harry Tupy and Gary Meyer, effected property owners were present'to comment,
Mayor Stock advised City Engineer Anderson and City Manager McGuire to meet
with the effected property„ owners and discuss easements.

Mayor Stock rescheduled the matter of Pleasant Ave. to September 28, 1981
at 7:35 PM.
Mayor Stock then called the continuation of the 1982 Budget Hearing to order.

There was no public input.

Motion by :Watkins to approve the 1982 Budget as published, seconded by
Thorkelson and upon a vote taken it was duly passed.

Resolution
City Manager McGuire reviewed the Resolution Calling for Bond Referendum. Brings
for Bond
and Morgan have prepared a bond referendum co:obining the three items as one
Referendum
because it is felt by Staff that 1) it will be a more attractive offering i,,,
the eyes of the bond underwriters, therefore attracting more bidders and
hopefully amore favorable rate, 2) less .bonding and legal costs and 3) the
items are somewhat tied into each other. For example: If the fire truck does
a
not pass, the need for the addition to the fire hall is not necessary. Also,
if the Library /City Hall does not pass the addition to the fire hall cannot occur
because it would create a bigger parking problem.
Also, the Library /City Hall Committee at ' -its last meeting unanimously
recommended to the Mayor and Council that the three items be combined as one
question_.
The projected costs of the three items are as follows:
-- -Fire Truck $ 200,000.00
-- -fire Hall Addn. and

upgrading, and insulating
the existing Fire Hall $ 75,000.00

-- Library /City Hall $ 1,196,000.00
Total $ 1,471,000.00

Motion by Thorkelson to rescind, the previous motion to establish individual
questions, seconded by Watkins and upon a vote taken it was duly passed.
Motion by Bissonett to adopt the resolution and other material as submitted

by Briggs and Morgan, because of the staffs recommendation for combining the

City Manager McGuire informed the Council that letters had gone out today to the

Motion by Watkins to have the memorandum submitted for house moving be made part
of -the Zoning Ordinance, seconded by B'issonetf and upon a vote taken it was duly
passed.

City Planner Graser then reviewed the letter of credit to be, submitted by the
