September 21, 1981 b The Common Council of the City of Prior Lake met in regular session on Monday, September 21, 1981 at 7 :30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen ' Busse, Watkins, Thorkelson, City° - Engineer Arderson,,C,ity Planner Graser,' City Finance Director Teschner and City Attorney Mark Sullivan. Absent { were Council Bissonett and City Manager McGuire. The minutes of September 14, 1981 were reviewed. _` Motion by Thorjelson to approve the minutes of September 14, 1981 as presented, seconded by Watkins and upon a vote taken it was duly passed. t 'ED BIRDSONG City Planner Graser reviewed the continuation of the Ed Birdsong Conditional COND. USE REQUEST, Use Request. Mr. Birdsong was present to comment and presented,a new parking profile and i schematic drawing of a three unit building to the Council. Motion by,Watkins to deny the Conditional Use Request for 4 units, instead of three units, seconded by Busse and upon a 'vote taken the motion was passed with Councilman Thorkelson voting nay. Motion by Watkins to continue the Ed Birdsong Conditional Use 'Request for the three unit concept for another 30 days, for the of,developing parking and overall elevation plans for the three units, seconded by Thorkelson and upon a vote taken it'was duly passed. 1981 AUDIT TO City Finance Director Teschner reviewed the request from th`e Geo. M. Hansen GEO. HANSEN Company.to,conduct the'1981 Audit for the City of Prior Lake. ° Motion by Watk'ins_ award the Audit for 1981 to the Geo. M. Hansen Company, the,cos;t not to exceed $6, 400.00, seconded by Thorkelson -and upon -a vote taken iit was duly passed, a MIKE PETERS City Planner Graser reviewed the continuation of the Mike Peters Subdivision SUB'D: Request. ` Mr..Pe.ters was present to comment and submitted a site plan of his subd•ilvision reques;t, which City Planner Graser marked Exhibit A; dated 9/21/81. Motion by Thorkelson to approve development of two buildable lots with ' private utilities, that streets be vacated and that the sewer conneeti:on`be brought back with a utility easement, not a public street, seconded by, j Mayors Stock and upon a vote taken it was duly passed. Police Report. Motion by Watkins to approve the Police Report as submitted for the month of August, 1981, seconded by Bt+sse and upon a vote taken it was'du y "passed. Fire b Rescue Motion by Thorkelson to approve the Fire and Rescue Report as submitted for Report the ninth of August, J981, seconded by Buse and upon a vote taken it was duly,�passed. Bldg. Report Motion by Thorkelson to approve the Building Permit Report as submitted for the month of August, 1981, seconded by Watkins and upon a vote''taken it was J duly passed. Dog Catcher , s Motion by Busse, to approve the Dog Catcher's Report as yubmitted for the ., Report month of August, 1981, seconded by Watkins and upon a vote taken it was duly passed. Councilman Thorkelson commented on 'a seminar he went to last week, "Where " Will Our Children Live ?" City Engineer Anderson reported that Caimut Ave. is open. City Planner Graser reported a problem over on Evanston Ave. regarding ,a garage being bu lt.on a sewer easI..'ment. a Motion was made by Watkins to adjourn, seconded by Thorkelson, and upon a ,, vote taken this meeting was adjourned at 9:23 PM.
