September 28, 1981 The Common Council of the City of Prior Lake met in regular session a;: Monday, September 28, 1981 at' 7:30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Busse, Watkins, Thorkelson, Bissonett, City Manager McGuire, City Engineer s Anderson, City Finance Director Teschner and City Attorney Glenn%kesseL 1? 3r The minutes of September 21, 1981 were reviewed. r Motion by Busse to approve the minutes of September 21, 1981 as presented;, seconded by Watkins and upon a vote taken it was duly passed. WALKER AVE b City Engineer Anderson discussed the Walker Ave': and Pleasant Street PLEASANT ST. project and recommended that this p � project be scheduled for 1982 construction., Harry Tupy, an effected property owner, was present to comment Motion by Watkins to direct Staff to do the necessary feast rt.fnr...the public hearing for the construction <of Pleasant St. an Walker Ave. °, seconded by Bissonctt, and upon a vote taken it was duly passed: City Engineer Anderson stated that he would have the feasibi`l'ity report on Walker Ave. and Pleasant St. completed by mid November. Mayor Stock reviewed the Chain Saw Ordinance. CHAIN SAW' ORD. Motion by Watkins to adopt the ordinance amending Prior: Lake Ordinance Chapter 3, Section 11- 3 -2(8), entitled "Operation of Combustion Engines; Equipment; ", seconded by Thorkelson and upon a vote taken it was duly ; passed. " FLOOD PLAIN ORD Mayor Stock then reviewed the Flood Plain'Ordi,nance. Motion by Biss,onett to adopt the ordinance amending` the Prior Lake Flood Plain Management Ordinance., Title 5A, Chapter 1, Section 2.3. entitled "Regulatory Flood Protection El "evation" and Sect 5.1`, entitled ' "Permitted Uses ",:with the correction of the,word longer in Section 5.13 to lower, seconded by Thorkelson and upon a vote taken Itwas duly passed -. GROUND BREAKING Councilman Thorkelson announced'tha't ground breaking for the new senior building will be Oct. 7, 1981 at 2:00 PM. City Engineer Anderson reported on the status of existing projects." \l Motion by Watkins to approve the Treasurer's Report for the month of TREi+aURER`'S REP' August, 1981, seconded by Busse and upon a vote taken i °t was duly passed. Stock called the Assessment Hearing for Project 81 -1, Gateway St. to 4` Assessment "Hearing order. - Project 81- Mayor Stock read the Public Notice. Gateway There were no effected property owners present to comment. Jim Horton, representing OSM, was present to comment. t , Motion by Watkins to adopt the Assessment Roll for Project 81 -1, Gateway St. Paving and concrete curb assessments, seconded by Bissonett and upon'_,a vote taken it was duly passed. Motion by Thorkelson to adjourn the Assessment Hearing for Project 81 -1, Gateway St seconded by Watkins and upon a vote taken it was duly passed. ° City Manager McGuire requested a.pubiic hearing date for October 26, 1981' at 7:454M Mike Peters road and alley vacation: for Mike Peters. Road Vacati Hearing Date Motion by Thorkelson to schedule a public hearing on October 26, 1981 "at 74r for road and alley vacation for Mike Peters, seconded by Watkins and upon a vote taken it was duly passed.
