the Proceedings of the City Council of the City of Prior Lake in the County of
Scott and State of Minnesota, including all accounts audited by said Council.
October 19, 1981
The Common Council of the City of Prior Lake met in regular session on
Monday, October 19, 1981 at 7:30 PM in the Council Chambers. Mayor Stock
called the meeting to order. Present were Mayor Stock, Councilmen Busse,
Watkins, Thorkelson, Bissonett, City Manager McGuire and City Attorney

Mark Sullivan.
The minutes of October 13, 1981 were reviewed.
The following correction is to be made to the minutes of October 13, 1981;
PI, Paragraph 7: Change; in Resolution 81 -12 to per Resolution 81- 12.... i

Motion by Watkins to approve the minutes of October 13, 1981 as amended,
seconded by Busse and upon a vote taken it was duly passed.
GORDY HENNEN -
The next item on the agenda was the request by Gordy Hennen for extension in
SEWER E WATER
connecting to City sewer and water.
EXTENSION
Gordy Hennen was present to comment and submitted -a letter dated October 13,
a
1981, Re: Outlot A, Grainwood Heights Sewer, and Water Connection.
Motion by Bissonet•t to grant Mr. Hennen °a one year extension from the
connection requirement on the basis of the proposed platting and the length"
of run to service the one,_homo. This is to be reviewed at the end of
year and %or if the property is subdivided prior to that time, seconded by
Watkins >and, upon a vote taken it was duly passed.

The next item on,the agenda was the request by Nellie Deutsch for extension
SEWER 6 WATER
in connecting to City sewer and water.
EXTENSION
Motion by Busse to defer for one year with annual review the sewer and water
connection requirement and /or if the property was to be changed in title, at

that point in time the connection would be called for, seconded by Watkins
and upon a yote taken it was duly passed: `
TOWING SERVICE
The Towing Service for the City was discussed +next.
Letters regarding this item dated Oct. 13, 1981 from Dick Balow of Prior Lake
Mobil and Jim Haugh of Prior Lake Union and another dated Oct. 15, 1981 from
Dave Ernewein were received by the Council. There was also a third letter
received about a month ago from Tom Johnson of Mid State Towing.
There were no "comments from the audience.
Motion by Bis'sonett to direct the City Manager and the Police Chief to work-
up a set of specifications and that the matter of towing be made part of the
bid process in January, seconded by Thorkelson and upon a vote taken it was
duly passed.
The Bingo Permif for the V.F.W. was reviewed. f
BINGO PERMIT -
VFW
Motion by Watkins to approve the Bingo Permit for the Prior Lake V.F.W. Post
6208 for a „fee of $50.00, seconded by Busse and upon a vote taken it was duly
passed.
BUD•JACOBSEN'S
City Manager McGuire reviewed the Bud Jacobsen's request for a building permit
REQUEST FOR
BLDG. PERMIT

It was the o anion of the City Attorney, Mark Sullivan to deny the buildiing
permit until all matt�,(rs relating to vacation, utilities and covenants are
completed.
Motion by Watkins that no building permit be granted to Bud Jacobsen until
the vacation, covenants and utilities be completed, seconded by Thorkelsono
and upon a vote taken it was -duly passed. i
RESOLUTION 81 -
Mayor Stock' reviewed Resolution 81 - Re: Support Nov. 3, )981 Bond Referendum..
The following correction is to be made to Resolution 81 -16;
Pl, After the first WHEREAS, the word spatial be changed to facility needs...
Motion by Bissonett to approve Resolution 81 -16 as amended, seconded by
Watkins and upon a vote taken it was duly passed.

Mayor Stock reviewed several letters to be made part of the "record; '
One from Mrs. Jason G. Meher, Re: the pawn shop called the - Prior Lake Exchange.
Another dated October 9,- 1981 from Holly Will, Re: Property Taxes.

And a third from the Mayor of Greytown, South Africa,, Re.: Miss Judy Muetlers
visit to'Greytown.
Motion by Watkins to adjourn, seconded by Busse and upon a vote taken this v
