November 16, 1981 .., The Common Council of the City of Prior Lake met in regular session on Monday, November 16, 1981 at 7:30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Busse., Watkins, Thorkelson, Bissonett, City Manager McGuire, City Engineer Anderson and City Attorney Mark. Sullivan. The minutes of November 4, 1981 were reviewed. MINUTES Motion by Thorkelson to approve the minutes of November 4, 1981 as presented, seconded by Busse and upon a vote taken it was duly passed. The minutes of November 9, 1981 were reviewed. �� 1 Motion by Watkins to approve the ;minutes of November 9, 1981 as presented, seconded by Busse and upon a vote taken it was duly passed. MUSHTOWN ROAD Motion by Watkins to table the review of the Mushtuwn Road Culvert Agreement CULVERT AGREE'. for one week, due to lack of an acknowledgement. from Mr. Stassen,. .' seconded by Thorkelson and upon a vote taken it was duly passed. City Engineer Anderson reviewed the requests to delay final paving for portions of Brooksville Hills and Lakeview Circle,. EXTENSION OF Motion by Bissonett for an extension of final paving until July 1, 1982 t FINAL PAVING with no more than three occupancy permits issued prior to the completion LAKEVIEW CIRCLE of the Lakeview Cjrcl:e project, seconded by Busse and.upon a vote taken it was duly passed. APPROVE' PAYMENT Motion by Thorkelson to approve the contract payment to Northwest Asphalt for NORTHWEST A$,PHAL Project 8141, Condons Street in the amount of $20,621.60i seconded by Watkins 81 -11 and upon a vote taken it was_duly passed. Motion by Bissonett to approve the final contract payment to Northwest Asphalt ga&L ,81 -1 for Project 81 -1, Gateway St. in the amount of 523,900.01, seconded by Busse and upon a vote taken it was duly passed. Mayor Stock then opened discussion on establishing an,lndustrial /Comner'icai Committee to plan for future growth. )� c There were many comments by the Council and Staff. i , AfP POLICE Motion by.Bissonett to approve the Police Report for the month of October, REPORT 9 8 as submitted, seconded by Thorkelson and upon a vote taken it was duly passed. APPROVE FIRE b Motion by Thorkelson to approve the Fire and Rescue Report for the month of i RESCUE REPORT October, 1981, seconded by Busse and upon a vote taken it was duly passed. Mayor Stock opened discussion re: the need of financial commitment by the City ' S. C. ELDERLY of Prior Lake''to the Scott County Housing and Redevelopment Authority to HOUSING compensate for increased utility costs attributed to the addition in the new elderly building for congregate dining, which the City 4trongly supports. Motion by Watkins to support the financial commitment by the City of Prior Lake to the Scott County Housing and Redevelopment Authority to compensate for utility costs attributed for congregate dning, for the new elderly building, seconded by Busse and upon a votertaken it was duly passed. Councilman Watkins recommended that Sta;f prepare a resolution to MN /DOT for their cooperation in speeding up construction of the stop lights at County Road 42 and Highway,13, �ppne 4 the work is Completed.
