HomeMy WebLinkAbout11 23 1981MINUTES of the Proceedings of the City Council of the City of Prior Lake in the County of ' Scott and State of Minnesota, including all accounts audited by said Council. n L November 23. 1981 , The Common Council of the City of Prior Lake met in regular session on Monday, November 23, 1981 at 7 :30 PM in the Council Chambers. Mayor Stock called the 'meeting to order. Present were Mayor Stock, Councilmen Busse, Watkins, Thorkelson, Bissonett, City Manages McGuire, City Engineer Anderson, c> City Planner Graser and Finance Director Teschner. The minutes of 'November 16, 1981 were reviewed_ MINUTES Motion by ,Busse to approve the minutes of November 16, 1981 as presented,' seconded by Watkins and upon a vote taken it was duly passed. ' sr MUSHTOWN ROAD Motion by Bissonett to table the review of the Mushtown Road Culvert Agreement CUI��VERT AGREE, until information is presented by Spring Lake Township, seconded by Watkins' and upon a vote taken it was _.duly passed. OCTOBER'S Motion, by Bissonett to approve the October Treasurer's Report e'as submitted, ' TREASURER'S REP. seconded by Thorkelson and upon a vote taken it was duly passed. City Engineer Anderson reviewed the Pleasant Street Curbing Feasibility Report. There were many comments by the Council and Staff. PLEASANT STREET Motion,by Watkins to accept the report and call a Public Nearing for Pleasant CURBING Street on December 14, 1981 at 7:45 PM, seconded by Busse and upon vote PUBLIC HE . a taken it was duly 'passed. City Engineer Anderson reviewed the Pleasant and Walker Street feasibility I l Report. Motion by Watkins that the Walker Avenue lmprevement'_be withdrawn at this ' WALKER AVENUE time, seconded by Mayor Stock, Councilmen Thorkelson suggested that a public WITHDRAWN hearing be held, and further commented that it was the property owners who asked that these meetings be held. The Motion and second were withdrawn. City Finance, Director Teschner pointed out 5 methods of financing the project. Option #1 Assess per City Assessment Policy. Option #2 Assess per Agreement with the Downtown Area being assessed with the City Share. Option #3 Assess per Agreement with a special levy over the entire City. , 1 Option #4 Assess per Agreement with a City Share appropriated''out of the �. General- l,`und. Option #5 Defer improvement until `a later date. f PROJECT 82 -1`2 Motion by Watkins to accept the report and hold'a Public Hearing on Project PUBLICH HEARING 82-12 on January 11, 1982 at 7:45 PM and also on Project 83 -13 on January 11; 1982 at 8:15; seconded by Thorkelson and upon a vote taken it was duly passed. -Mayor Stock requested from the Staff that they make ''presentation to the Council on the assessment alternatives that are available. E City Manager McGuire reviewed the memo on Industrial /Commercial Committee. p This topic will be further discussed;jin January, 19,82, Mr. John Fitzgerald and Mr. Tom Foster requested to have their names placed on the Committee list:' The Gambling Permit for the Lions Club was reviewed. Motion by Bissonett to approve the Gambling Permit for the Lions Club, seconded by Watkins and upon a vote it was duly passed. Bryce Huemoeller was present to request a Feasibility Report for Gateway Avenue which included Storm Sewer. He requested that a Public Hearing be scheduled for December 14, 1981. Mayor Stock stated that a Public Hearing cannot be held until after the Feasibility Report is reviewed anq, �cepted by the Council. � MINUTES of the Proceedings of the City Council of the City of Prior Lake in the County of Scott and State of Minnesota, including all accounts audited by said Council, FEASIBILITY Motion by Watkins to prepare a Feasibility Report for December 7, 1981 for Gateway REPORT Storm Sewer Project, seconded by Busse and upon a vote taken it wasfduly passe GATEWAY. i Ted Schweich was present to discuss the Plat and Hardshell for the Replat of Lakeside Estates 1st Addition, commented that because of the weathekr 4� conditions he was unable to obtain information from Valley.Engineering, but did explain what their intentions were. Mr. Ed Birdsona_ was present to comment. PLATE HARD Motion by Watkins to approve the Preliminary Plat and Hardshell for the Replat LAKESIDE of Lakeside Estates 1st Addition Outlot A and that the internal property lines ESTATES 1st be deleted.howevery the Easement for the utility lines remain intact, seconded r by Bissonett and upon a vote taken it was duly passed. ` ' ? Councilmen Thorkelson brought to discussion the Congregate Dining for the new, Elderly Housing. Thorkelson -asked the City Council` to make the commitment to cover the $9,900.00 still needed. Ma y our Stock committed that he would go out A and try to raise'as much as he could to cover the $9,900.00 thru voluntary donations. Watkins pledged $500.00 towards the amount. City Manager McGuire stated that the expenditure should be authorized out of the 1982 Contingency Fund. l CONGREGATE Motion by Watkins to authorize the expenditure?of $9,900.00 from the 1982 DINING Contingency Fund, and to'solicit'- donations to reimburse the City, seconded by Busse and upon a vote taken it was duly passed. - z City Manager McGuire reported the need to have the roof of the City Hall repaired. Two bids were presented:" DAL,CO ROOFING submitted bid for $11,262 00" k ' a , SINGEWALD, INC. submitted a bid for $9,900.00. FIXING OF�- Motion b Thorkelson to a $ y approve the quotation from 5INGEWALD, INC. in the amount � ' `ROOF of $9,900.00 to be paid out of the 1982 Contingency Fund, seconded by Bissanett and upon a Vote taken it was duly passed.
