The Common Council of the City of Prior Lake met in regular session on Monday,'
February 1, 1982 at 7:30 PM in the Council Chamber`s. 'Mayor Stock called the `
meeting to order. Present were Mayor Stock, •Councilmen Busse, Watkins,
Thorkelson, City Manager McGuire, City Planner Graser and Finance Director
Teschner.
Mayor Stock asked everyone to please r =1se and pledge allegiance to' flag.

The minutes of January 25, 1982; were reviewed.

Motion by Thorkelson to approve the minutes of January 25, 1982 as amended,
seconded by Busse and upon a vote taken it was duly passed.

John Stockinger, a new resident of Prior Lake was present to discuss the Prior
:.
Lake Snow Bird Ordinance.
Mr. Stockinger felt that the City did not do a sufficient job informing the new

residents of this "ordinance.

Chief of-Police Powell commented in regards to the ticket and the towing, charges.

Council and Staff also had comments in regards to how the City of Prior Lake
residents were informed, via the Prior Lake American,Newspaper.and the two local.
`radio stations.

Finance Director Teschner was present for comments on the Finance Report for the
Month of December 1981.

Motion by Watkins to approve the Finance Report for the Month of December, 1981

as submitted, seconded by Busse - and 'upon a vote taken it was duly ,passed.
Councilman Schweich arrived at 7: 55'PMF
City Planner'Graser reported the views of the Staff and Planning Commission for
General Discussion on Sub - Standard Lots.
Councilman Thorkelson had comments in: to people buying small 'Lakeshore
lots and building too large of homes on these lots. He also suggested that the
entire neighborhood be reviewed when possible.
Council ` "had many other questions and comments regarding the development of Sub -''
Standard Lots.

Mayor Stock announced the resignation of Planning Commission Chairman, Allen'
Wilke .
Mayor Stock directed City Manager McGuire to send a letter of recognition to
`
Allen Wi`lker for the many years of service'on the;Planning Commission.

Motion by Thorkelson to have City Manager McGuire send a letter to Allen Wilker,

seconded by Watkins and upon a vote taken it was duly passed.
Mayor Stock stated that if anyone knew of somebody who would be intrested - in
being on the,Ptanning Commiss.lon to please let him know.
Finance Director Teschner reported to the Council that the City had served Ms ;w

Aurilla Marie Johnson with a summons in regards to hooking up to City Water and-
Sewer, she had to appear in court, and was ,given 10 days to work out a resolu-
tion with the City to comply with the ordinance on hooking up to City Water and
Sewer, which would expire before,;next Monday.
