Mayor 'Stock called the meeting to order. Present were Mayor Stock, Councilmen Busse, Watkins, _ Thorkelson, Schweich, City Manager McGuire, City Engineer Anderson, City Planner Graser, Parks & Recreation Director Mangan, City Attorney Sullivan s Finance Di rector Teschner. and Mayor Stock asked everyone to please rise and pledge allegiance to the flag, l The minutes of March 22, 1982 were reviewed. CORRECTIONS The following corrections are to be made to the minutes of March`22, 1982. The published notice was read. Mayon Stock then asked for Staff recommendation "on the proposed Kinder Care Revenue Bonds. \\ _ City Manager McGuire stated that Kinder Care has complied with all of the necessary requirements and _gave a -brief review on Kinder Cares history, he further stated that Mr. Dick Nordland was present for comments' and al so, Steve Mattson from Juran $ Moody Inc. 'was present, Mayor Stock stated that the letter from Steve Mattson dated March 31, 1982 be } kept on file in the City Manager's office for gub!ic review. City Planner Graser stated that he does have the'site plan from Kinder Care and reported on the plan and the different ways that Ki-nder Care will be providing landscaping and buffering. l Mayor Stock stated that the site plan that City Planner Graser ' had., be marked as Exhibit "i ", with today's date. -f = Council Mr. Dick Nordlund then made comments to the and Staff. He stated that it Is the policy, of Kinder Care that they hire within the community, so this t would bring employment to the residents of Prior Lake and that it would increase` the tax base and that it does provide a needed public service at this time and K ; as the community grows. City Attorney Sullivan had comments regarding the violatai,ons Freddies. 1 j o Fred Schweich was present to comment on the complaints. Councilman Watkins commented on Mr:' Schweich'scomplaints, Mayo e't Mayor Stock stated to Fred Schweich that he should securhe zoning certificate that is necessary. ED REV -IEW FREDDIES' Motion by Thorkelson to direct the Liquor License Committee to review �N ' Freddies on the Lake's conditions and that the request has been made to Mr. Schweich, owner, to present a comprehensive plan for his property and that the Liquor License Committee also review that and make their final recommendation to,the Council on any further action that may be taken, and that an outline be ,given to Fred Schweich on the information required, seconded by Busse and upon a vote taken it was; duly passed. City Engineer Anderson reviewed the consideration for Seal Coating for 1982. ' PREPARE FEASIBILI YMotion by Busse to authorize City Engineer Anderson to prepare a feasibility _.. APPROVE" The Finance Reportr-lor the Month of February, 1982 was reviewed.- FIWAi�CE`REPORT Motion by Watkins to approve the Finance Report for the Month of February, 1982 . at submitted,seconded b Schweich and upon a vote taken it was du,1 y passed. y p a Finance Director Teschner reported on the Abatement of Assessments. He stated. ` that a motion is needed to remove Code 43 Assessments -in their entirety on the 1982 tax, statements for 'Parcel Numbers 141 - 067 -0, 31 -141- 067 -1 and G 31- 31- 935- 023 -0. REMOVE CODE Motion by Watkins to remove Code 43 Assessments in -their entirety on the 1982 "43 OW THE 1982 tax statements for Gerald Sullivan who owns parcels 31 -14 -067 -1 and 31 -141" -067 -1 TAXhSTATEMENTS and Walter Jobst who owns parcel�,,.31- 935 - 023 -0. Mayor Stock discussed with the Council the Mayors &.Administrators Committee Report that will''be presented to the County Board. City City Engineer Anderson stated that the lake is at elevation of 901.2, East December 1st it was 8,99.6, which i a rise of 1:6 I ADJOURN With no further comments; motion was made by Watkins to adjourn, seconded, by Stock and upon a vote taken this'meeting was adjourned at 10:11 PM.
