April 12, 1982 The Common Council of the City of Prior Lake met in regular session on Monday, April 12,;1982 at 7 :30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock Busse, Watkins, Schweich, City Manager McGuire, City Engineer Anderson, City F Planner Graser, Finance Director Teschner and Parks & Recreation Director r Mangan. Councilman Thorkelson was absent. Mayor Stock asked everyone to please rise and pledge allegiance to the flag. CORRECTIONS The following corrections are to be made to the minutes of April 5, 1982. i Page 2, Paragraph 6: INSERT: be marked as Exhibit "1 ", with today's date and that # a it be made part of the record. F i nancA D i rector Teschner reviewed this. ' Mr. Johnson was'present for any comments. Council had questions and comments for.both Mr. Johnson and Finance Director Teschner. APPROVE ADJUST Motion by Watkins to approve the request of Mr. Johnson to adjust the 'sewer portion of his water and °sewer bill, seconded by Busse and upon a vote taken it was; duly passed. That the proposal would not increase the ; J density. 2. That the proposal maintains single family ownership which is +. common to the n6lighborh od. 3. That the structure is consistant and,,compatible with other structures in the area. 4. That the requested variances are not: out of character with existing construction in the area. 5. That the approval l is based on the plans and specifications submitted'. 6. -That the immediate neighbors have endorsed project by letter. 7. That the -water and ,sewer hook -ups be per the City Eng'ineer's specifications, seconded by Busse and upon a vote taken it was duly passed. i Mayor Stock then asked if there was anyone that would Ii-ke time on the agenda. 1 Bill B cortimented that at the intersection of West Avenue and County Road 21 there is alot of people using the cut through and creating a mud trap. He was concerned about the little kids that could get stuck. City Planner Graser read from,the City Code Book the Ordinance refering �"r`o' k the trash being kept out, of fihe residents view. t, } COPY OF; Motion:by Watkins to send a copy of the ordinance and a letter stating that TRASH ORDIN. they are given 10 days to comply to the letter and the ordinance or further action would be taken to York Development and the storekeepers, seconded by J. City Manager revievied the request for the Beer and Gambling - License for St. LICENSE FOR Michael's for the Aprilfest being held on,April 24 and 25, he further requested ST. MIKES that the,fee be waived. k; APPROVE REQUEST Motion by Watkins fo approve the request of the Beer and GambW ng License i'i FOR and.that the fee be waived for St. Michael's for the dates of`April 24 and 25 i; £ TE14PORARY for the Aprilfes`, seconded by Schweich and upon a vote taken„it was duty passed. LICENSE City Engineer Anderson Reviewed the Equipment Certificates. Parks & Recreation Director Mangan commented on the equipment needed, for the" Parks Department, J I' EQUIPMENT Motion by Watkins to : authorize staff to - investigate and prepare the specifications for the equipment needed, Jet Machine, Vacuum Machine, 4X4 Pickup /Plow, Back- hoe, Truck /Flow/ Sander, Tank Truck, Toro Mower and the miscelleanous equipment ~ - equaling $6,000.00 for the Streets and Parks Department, seconded by Busse and upon a vote taken it was duly passed. PAO* SHOP City Manager McGuire stated that the Pawn Shop Ordinance that was handed out OROIi>IACE at the meeting was for the Council's review and that there has been a number of "{ complaints on the Pawn Shop. G A POADING City Engineer Anderson commented on the ponding areas in Prior Lake.and requested -AREAS OSM "to'pre'pare a feasibility report on these areas. ,AUTHORIZE Motion b Busse to authorize OSM to y prepare a feasibility report for the pond'ing 0SA TO areas in Prior Lake, seconded by Watkins and upon a vote taken itYwas duly passed.
