The Common Council of the City of Prior Lake met in regular session on
Monday, May 24, 1982 at 7:30 PM in the Council Chambers. Mayor Stock
called the meeting to order. Present were Mayor Stock, Councilmen

Busse, Watkins, Thorkelson, Schweich, City Manager McGuire and "City

Planner Graser.
Mayor Stock asked everyone to please rise and pledge allegiance to the
flag. _

The minutes of May 17, 1982 were reviewed.
CORRECTIONS

Motion by Watkins approve the minutes of May 17, 1982 as amended, seconded

made a presentation on this.

PLAN
City Planner Graser stated, that the applicant is appealing a Planning
a
Commission and Staff recommendation on the Speaker-property. The
recommendation was to not Include the railroad property and a portion of
the county road easement from density calculations.

Mayor Stock asked Mr. Gair if he wanted to make•a presentation.
Mr. fair had 3 exhibits the,Council. The 1st exhibit was a section

map - the tan colored in area is the PUD. It is a 200 scale with a: "total
acreage of 2.54.; The 2nd exhibit was a scale map 1 =50 and the 3rd exhibit
was a PUD map 1 =30 showing where the development would be placed, this
development would consist of 20`units, with underground parking. The

units would be 1,2 and 3 bedrooms and would be 3 stories high.!
Mr. Bob Maute had a question regarding the fire problems,

Mr. Gair stated that they would conform to code.

Mayor Stock stated that our code is 35 and that our "fire trucks would be '
capable of'hand;ling•it. 1
Mayor Stock then open ®d the discussion to the floor for anyone that,would
like to make comments relative to the plan or any questions.
Mr.,Maute was concerned to Cyhere. the people were going to park,, some might
have 2 -3 cars plus boats and;jrailers. _
Mayor Stock asked Mr. .Giar to'"co"nt on how many spaces of parking are
available In the underground; and "'how many spaces of parking on the grounds
in the Illustration'

Mr. Gair stated-that the illustration ca61 °s for 20 units total, 1 per
unit below and 20 spaces outs
There was a question regarding guest,parking there is a big problem with

the way it is now, what Is going, to happen later.

Ban 'Bae';,,thought the ,problem at the last meeting was the density. He further
s ated tr;at the boat , traf.f i c and - -the trail system were other
concerns'.
Mayor St stated stated that the three areas that Mr. Baer was concerned about
#1, Mr. Gal ?F was appealing the decision of the Prior Lake Planning Commission

to the Council, that the Council had not heard this plan as it is today, #2,

Mayor Stock asked if there were any other comments or statements. There were
none. He then stated that the Council discussion would begin.

Councilman Schweich asked Mr. Gair if he was or was not taking in account
the density credit, -
Mr. Gair stated that he was taking it into account.`
Councilman Schweich,asked City Planner Graser that the G -1 property, in the
trail corridor, has there been plans for this trail and where it would start

and end.

Mayor Stock asked City Manager McGuire to report on this..
City (•,tanager McGuire stated that the trail will be where the existing County

Road bridge is. The final °design for the trail is not completed.

Councilman Schweich then asked if Mr. Gair was to build 6'units on 1.1 acres,

what would happen to the C -1 property, how would it be taxed.

City Planner Graser stated that he thought it would be taxed as open space.

Councilman Thorkelson_ felt that we - would be in trouble if we allow C=1 property_
to be used as RI or it? density because of a PUD, if its zoned C -1 we have to

look at C -1 property �s C -1 d@nsity.
Councilman Busse asked why',he should get the credit when we'haven't' even seen
a design. `.

City Planner Graser st� ed that we have to assume that he c5mply, if he

Watkins felt�at we should establish an opinion-on the density
before anything can resume any further.
Councilman Thorkelson'agreed' with Councilman Watkins, he stated that his
comments were not saying that'the C -1 property should not be included but if it

Mayor Stock stated that he wouli concur with the Plannin Commission findings s as =.

density credit. The status of tlT'e trail system has a number of loose end's that

need to be looked into. There is, a zoning hearing scheduled for Mr. Space for
the C -1 area in that neighborhood; the Scott- Hennepin_.Park'Reserve will be meeting

to discuss further actions and finalizations'of the trail system.

Mayor Stock stated that at the future meeting Mr. Gair should have a proitosal

though this is a matter of PUD concept and will be `part of the over all plan.
Also the off street parking,because of County Road 21.
Barry"Meyer was present from the Cable TV committee to discuss the proposal

license be tabled until June 7th, a clarification from the Willows is

Councilman Schwei questioned if there was a fee for a raffle permit.
