Including all accounts audited by said Council. s fl September 20, 1982 The Common Council of the City of Prior Lake met in regular session Monday,,$eptember 20, 1982 at 7 :30 PM in the Council Chambers. Mayor Stock cal -led the meeting to 'order. .Present were Mayor Stock, Council- 1 men,Busse, Watkins, Thorkelson, Schweich, City Manager McGuire, City' Engineer,,Anderson, City Planner Graser and City Planning Consultant, looker. Mayor Stock asked everyone to please rise for the pledge of allegiance. The minutes of the September 13, 1982 were reviewed. The following °correction is to be made to the minutes of September 13, 1932. i x Page, 3, Paragraph 1 Line 7 INSERT: ?e and what access level At would accomodateff(after lake) Motion by Watkins to approve the minutes of September 13, 1982 as amended, seconded by Thorkelson and 'upon a vote taken it was duly „passed. 3 f Mayor Stock then asked Jim Norton from OSM to review the Sunfish Bay t Feasibility Report. �. There was general discussion by Council and Staff. Motion by Watkins to adopt the Feasibility Report as presented, seconded by Thorkelson and upon a vote taken it was duly passed. The next item on the agenda,;was the Public Hearing Continuation on the J Comprehensive Plan. a ' City Planner Graser reviewed the Comprehensive Plan to the Council and j` Staff. Mayor Stock then opened the meeting to the floor for the audience comments.' After hearing the comments from the audience, Mayor Stock asked the Council to voice their comments. ` 'Motion by to continue the Public Hearing on the Comprehensive Plan to October 25, 1982 @ 7:45 PM, seconded by� and upon a vote taken' i -t duly passed. The next item on th`e agenda was the Public Hearing Continuation on the Zoning Ordinance. F . Ci Planner Graser updated the Council on this item. City Planning Consultant Tooker also reviewed his opinions to the Council. Mayor Stock ;then. read letters received by Lawrence Schweich.and'Clinton Gross concerning the Zoning Mayor Stock then opened the meeting to the floor for the audience comments. i a i c After hearing the comments from the audience, Mayor Stock asked Council to voice their comments. , s u Motion by Watkins to continue the Public Hearing on the Zoning Ordinance n , to October 25, 1982 . @'8:15 PM, at which this time the comments from the audience and Council will be furthered reviewed, seconded by Thorkelson { and upon a vote taken it was duly passed. ;j The next item on the agenda was the. discussion on the Abandoning of Well #2. f 1 a MINUTES of the Proceedings of the City Council of the City of Prior Lake In the County of _ Scott and`State.of Minnesota, including all accounts audited by said Council. City Engineer Anderson reviewed the site to the Council. There was general discussion by the Council -. is Motion by Thorkelson to Abandon Wel,l #2, seconded by Watkins, and upon a vote taken it was duly passed. At this time, Councilman Schweich asked to be dismissed from the Council Table on this next item. e The next item on the agenda was the review of the Holly Court Drainage Plan. Jim No from OSM reviewed the Drainage Plan to the Council. } There was general - discussion by the Council and Staff. ��. ` Motion by Watkins to amend the Prior Lake Comprehensive Storm Water Plan to re- f {ect the new Water Elevation as outlined in the OSM study for the Holly Court Bonding Area, seconded by Busse and upon a vote taken it was duly passed. The City Engineer was also directed to contact the Watershed District.: At this time Councilman Schweich returned to his seat at the Council Table. ' E a The next item on the agenda was the review of the Mdewakan,ton Sioux Community I given by City Manager McGuire. McGuire stated what was discussed with the Sioux C , Community, he also read letters,received from the Sioux`Comounity, and read the Resolution #82 -17 to the Council. McGuire went over the agreements for The:° {' Fire & Rescue Service, and recommended that the Council adopts the Resolution, and that the Mayor and Manager enter agreements for the Fire & Rescue Service. Motion by Watkins to adopt Resolution #82 -17, seconded by Schweich and upon a vote taken it was duly passed. Motion by Watkins to authorize the Mayor and Manager to enter into a Fire & Rescue h , Agreement with New England Pan Am. and the Shakopee Sioux Community, seconded by Busse and upon a vote taken it was duly passed. >� �,�u "1 The next item on the agenda was to consider Authorizing Plans and. Specifications rr• for an addition to the Maintenance Building. Ci.rty Engineer Anderson reviewed the plans to the Council.f I There was general discussion by Council and Staff. Motion by Watkins to authorize the preparation of the final plans and specifics t'ions for an addition to the Maintenance Building, seconded by Buse. There were - questions and _comments from the Council. There was discussion by the Council as to the variance ailowinq it to be built as a pole building—It was the consensus of the Council that the variance from the Ci -ty Code was justified as per 4 -7 -4 of the Code, upon vote taken the motion l i passed: ' The next item on the agenda was the review of the Refuse Hauling Permits. Motion by Thorkelson to approve the Fire b Rescue Report for the month of August as presented, seconded by Watkins and upon a vote a r' taken it was duly passed. { y ;1;lotion`by Watkins to approve the Building Permit Report for the month of August as presented, seconded by Busse and upon , a vote taken it was :duly passed. , Motion b Watkins to a Y approve the Dog Catchers Report for the month a of August as p,,,esented, seconded by Busse and upon a vote taken it was duly passed. `- a Mayor Stock asked if the Council had anything else they would like to comment on. Councilman Watkins stated that the Counc'1l should publish a summary of the Commercial /Industrial Report in the Prior Lake American. .
