" „ by said U t r h` October 18, 1982 ' The, Common Council of the Ci of Prior Lake met in regular session on Monday, October 18, 1982 at 7:30 PM in the Council Chambers. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Thorkelson, Busse, Schweich, City Planner Graser, City Engineer Anderson, and City Finance Director Teschner." City Manager , McGuire and Councilman Watkins were absent. Mayor Stock asked everyone to please rise for the pledge of allegiance. The minutes of October 12,_;1982'were reviewed. Motion by Busse to approve the minutes of October 12, '1982 presented, seconded by Schweich and:upon a vote taken it wa's'duly passed. The;next item on the agenda was the discussion on the Harbor West � I_ Subdivision. _ Wes Green from the Harbor West Subdivision was resent for . p questions and comments. i City'Planner Graser reviewed the Subdivision to the Council. „ West Green read `a letter of proposal to the Council dated October, 8, ,1 that he submitted to'City Manager McGuire. The request entailed the Cijty waiving the park dedication and developers agreement.unti'I the first building permit is requested for the plat. Motion by Thorkelson to authorize City - Manager McGuire and May r Stock to enter into agreement with tha,George„M. Hanson Company -for the fiscal -j year ending December 31; 1982 City of Prior 'Lake Audit, seconded by 1 Busse and upon a vote_ taken it was duly passed. The next item on the "agenda was the Brad Rothnem discussion on the 8 -1 -4 C and D City Code. ,4 City "Planner Graser reviewed the 8 -1 -4'C and D City Code t0 the Council , dealing with the screening of refuse containers. „ p _ John Trulson from Quality Waste Control commented bn'the refuse hauling conditions in Prior Lake, Mayor Stock requested Staff to review the Refuse Hauling Ordinance and ask the Refuse Haulers in Prior Lake for their input and to report hack to Council with their questions and "comments. >� Motion by Thorkelson, to put:e mor'itorium,on the enforcements of section 8 -1 -4 C and D City Code for thirty days and that Staff work with the Refuse Haulers to refine the paragraph'G11and D if applicabMe, seconded i by Busse. Discussion revealed that the City,has a current action against i Bill Henning who was cited for violation of paragraph C and D of the City ,E Code. Thorke'lson withdrew his motion, Busse 'withdrew his second. There was _further discussion by Council and Staff. Motiorr by_Thorkelson to direct Staff to immediately,proceed, with rev of the Ordinance involving the refuse haulers in Prior Lake and report back to Council :w,ith f -indings and recommendations, seconded by Busse and upon a vote, taken it was duly passed. 7 �f Thenext item on the agenda was the Tom Steffen's P.U.D, F City Planner Graser reviewed the Priorview P.U.D., the requested action is Preliminary approval. ] - Mike Ga Fr,, consultant for the applicant reviewed the P.U.D. with the Council General discussion by Council and Staff followed.: Tom Foster from the Planning Commission reviewed his opinion with the Council and urged favorable consideration. i a The following concerns were shown by Council: 1 . High density i n southwr•n portion P. I l I of . D. 2. The Marketab I I I of 104 units of similar design. 3. The road from Hignwdy 13 south, developer must negotiate with the School and Church. 4. A variety of•uses should be introduced in the P.U.D..:^ 5. How the most southern ,node of the P.U.D will be separate fromtthe single - family in greater detail? k k 6.. Total Lots should be introduced within the P.U.D. 7. The developer discusses flow the large amount of open space be maintained. i Motion by to table the Tom Steffenis P.U.D. until November 1, 1982 at 7:35 PM seconded by Busse and upon a vote 'taken it was duly' passed. , The next item on,the'agenda was the review of the final plans and specifications ' for the maintenance buil "ding. 'r City Engineer Anderson reviewed the final plans and specifications with the Council stating that he had all necessary documents for project 82 -18. The floor would be gravel. The contract does not include electrical work, that would be done on a sapa,:ate contract,. " The proposed bid opening date is November 1, 1982 at ,10:00 =A'' in the Prior Lake City Hall and the completion date is December 15, 1982. 1 Motion by Busse to approve the °.final plans and specifications for pro.iect 82 -18 and to authorize City Manager to advertise for bids with the opening date November ° 1, 1982 . at 10: '00 AM in the Prior Lake City Hall, seconded by Tho'rkelson and upon a vote taken it was duly passed. , At this time City Engineer Anderson brought up to the CounciII aftenfion thatt a contract payment Brown and for-project • iA -2, 82 -1 arn•d 82 -,11 for the amount of. $42,,215.34 was missed on the invoice list on the minutes of October 12 a 1982 and it is a regular payment and should be,incIuded on the invoice list. Motion by Busse to approve the payment ,to Brown and. Cris for project 81- 2,'82 -1 and 82- 11,'seconded.by Schweich and upon a vote taken I# was duly passed. The next Item on the agenda was to approve the monthly reports..' Motion by Busse to approve' the Police Report for the month of September as presented, seconded by'Thorkelson and upon a'vote' taken it was duly passed. Motion by Thorkelson to approve the Building Permit Report for the month of September as presented, seconded by Busse .and upon a -vote ' taken it was duly passed. , Councilman Thorkelson brought it to the Council's attention that ° a Public Hearing for the Housing Bonds will be held on November 22, 1982 at 1:35 PM.
