Present were Mayor Stock,- " Councilmen Busse, Thorkelson, Watkins, Schweich, City Manager McGuire, i City Planning Consultant Tooker, City Planner Graser, and City Engineer - Anderson. Mayor Stock asked everyone to please rise for the pledge of allegiance, o' The minutes of October 18, 1982 were reviewed. 4 4 , Motion by Busse to approve the minutes of October 18, 1982 as presented seconded by Thorkelson and upon a vote taken,it was duly ar y pas se ar. tom. The next item on the agenda was the review of 'a Letter from the, Attorney on West Avenue. �- City Eng'i near Anderson reviewed--The I titter with the Counci I . Mayor Stock asked if there were any comments from the audience. L Joe Hullett,from the West Avenue area stated 'that he has seen the access open since 1946 and he would like to see it left open. ` These was general discussion bythe Council. Motion by Watkins to authorize thb City Attorney to condemn the right -of -way at the end of West Avenue for public use, seconded by Busse and upon a vote taken i t was duly passed. ' N I > S r r � The next item on the. agenda was the continuation of the P u b l i c (r Hearing � on the Comprehensive,Plan>. Mayor,S,tock called the Public Hearing to Order. City Planner Graser "reviewed the Comprehensive�Plan with the,..Counc_il. ". and ,Staff, he also stated.,that the requested action by is to a Staff , amend the land use plan of the Comprehensive Plan. »l " Staff is requesting that thFf,�areas to be changed would be'Lord's street to the north side of `!the old railroad bridge to R -1, the property north of Lord's street remain in conservation, the Speiker property R -2, and the remainder ofthe property from the lake to Quincy. be R -1. John Fitzgerald, a part property `owner of the Speiker property stated his comments on the rezoning of -the Comprehensive Plan. James Space a part owner the peninsula showed the Council a map cr concerning where the rezoning wouid place on his property. There was further discussion by Council and Staff-, p Planning 'Consultant Tooker stated that Staff's recommendation is that the new Speiker property boundaries would become medium density, everything else in the corridor would become low density. At this time Mayor Stock called the Public Hearing on the Zoning Ordinance to Order. City Planning Consultant Tooker reviewed the recommended changes for the Zoning Ordinance vi.th the Council and Staff. ` 'The discussion'opened to the floor for the audience,dpinions. Mrs. Denise Craig voiced her objection to putting County Rd. ii �> through downtown, Prior Lake. i " There was general discussion by Council -and Staff on the five changes "on'the Ordinance. Councilman`Thorkelson brought up to the Counciit's,attention the e. wording-on Policy #3 in the.Comprehensive Plan; he 'stated that it shoul'd state "We would consider or we may consider a develop- ment district, and we may consider tax 'increment financing ": l` Council supported the changes in Policy Mayor Stock stated that there is one more change in the Comprehen- "section " sive `Plan and this would be to amend the along Franklin as we now-have changed the zoning to B - � n '.^ Motion by Watkins to adopt the Comprehensive Plan as amended, 1 seconded by and 'upon u on a' vote taken i y P t was ��Iy passed. Motion by Watkins to adjourn the Public Hearing on the Zoning Ordinance, seconded by Busse and upon a vote taken it was duly passed. !` `At this time Councilman Schweich'd`ismissed himself from the ' Council � table for the next item. The next item on the^ ,agenda was the review of a letter from Schweich ' v Construction Company for extension of time for paving LakesideoEstates," C i t En i eer An r y Anderson reviewed the letter wi'h"th Council �' $ n } .. There, was 'genera! z discussion by Council and Staff. o a; Motion by-Watkins to g ant the extension on the basis of the letter dated October 21;`19F32 as submitted to the Council by Schweich Construction stating that the f inal'l1ft will be: completed by June 15, 1983 and aI1 ,building Oermtts taken out after that date wound be escrowed at a rate of 1902 of estimated cost of" each lot, seconded by Thorkelson and upon a' vote taken' it was duly passed. City Engineer Anderson reviewed the petition with the Council. Mr. Kampen 'was present for comments.. He- asked "that if the no parking was not granted, if the `Council could make an ordinance regarding parking in front of mailboxes,. He. further stated that the mailman will not deliver any mail if he can not get to the mailbox. a There was general discussion by Council and Staff. Motion by Watkins to grant the No Parking on both sides of Bayview Circle because of the fact that it is a roadway "that ends in a culdesac and that it is not a `long street, and I 'the process -we wi ll be urging people to be using the 'public u ! i( access at Sand Pointe, seconded by Busse and upon a ,vote taken it- wasduly passed. The next item brought up to the Council was the approval �+ of the Gambl ng Permits from the Prior Lake Fire Department, z Prior Lake V,.F.W. ; St. Michael's Church`: l Motiorf by Watkins' approve the Gambling' Permits for the „ Prior Lake Fire Department, Prior Lake V.F.W. and St. Michael's Church', and to�waive the',Fire Departments fee and to keep the V.F.W. and St, Michael'srChurch the same as last year , >; at $50.00, seconded by Thorkelson and upon a vote taken'it <` was duly passed. He further stated that the position of the Cable T.V. Committee be written into =our specs. .
