HomeMy WebLinkAbout01 10 1983MIAUTES of the Proceedings of the City ouncil' of the City of Prior Lake in the County of Scott and State of Minnesota, including all accounts audited by said Council. i January 10, 1983 The Common Council of the City of Prior Lake met in regular session on Monday, January 10, 1983 at 7:30 PM in the Prior Lake Fire Hall. Mayor Stock called the meeting to order. Present were Mayor Stock Busse, Schweich, Thorkelson, Watkins, City Manager McGuire, City Planner Graser, City Engineer Anderson and'Police Chief Powell. Mayor'Stock asked everyone to please rise for the pledge of allegiance. The minutes of Janaury 3, 1983 were reviewed. The following correction is to be made to the minutes of January 3, 1983. Page 1, Paragraph 16, CHANGE AMOUNT: #1 Diesel Fuel - $.1.16.9 MIINUTES " Motion by Busse to approve the minutes of Janaury 3, 1983 as amended, seconded by Watkins and upon a vote taken it was duly passed. The next item on the agenda was to review Resolution 83 -01, A Resolution i ^. In Support of changes in State A•id Formula. Mayor Stock read the resolution. r STATE =-i�1D FORM. City Ene�,iveer Anderson stated that an.informational meeting 'was held on t 116/83, only 3 proper'-ty owners were present at the meeting. He further 4 stated that only 5 property owners had signed, 2 have stated that they will sign but have not been able to reach and 4.owners are complet y against ' Y signing. The next item on the..lgenda was to. consider..li,ghting Highway 13',. -Mayor Stock ,. asked Police Chief Powell to report on this.4 t + i P it Police Chief Powell handed,out to the Council a list of intersections on Highway 13 where accidents occurred during 1982. Council reviewed and commented on the fist. , Police Chief Powell stated that NS would not give out a firm figure as to Y, what the cost would be for lighting the intersections, an estimated cost intersection, plus a reoccurring cost of about :. would be about $500.00 per $39 per month. He stated that the two choices of lighting would be a 400 ml. high pressure sodium or mercury vapor on a 18 foot boom'. He further stated that Savage would be interested in working with the City.on this project. There was discussion'by Council and Staff regarding which intersections would need, the lighting immediatel i STREET LIGHTS' Motion by Thorkelson to authorize Staff to proceed with lighting of Franklin Trail SE, Fish Point Road SE and Candy Cove Trail SE, stayying with the mercury 400 watt vapor lighting, seconded by Watkins, ' There was further discussion by Council and Staff. 6yor'Stock requested that Staff turn the boom on 150th Street and E6oudin's Street so the lighting would be on Highway 13 and to,changf% the wattage of the bulb. He also asked that City Engineer Anderson chec� with theiCounty ' in regard to County Road 42 and 17, the west approach whFSre there is no � lighting. ; Councilman Schweich asked if Credit River Road could be checked on. i l`Iso Mayor Stock called the question," upon a vote taken it was duly passed. Police Chief Powell commented on 'th i s. k it There were comments by Council and Staff. i Police Chief Powell stated that the Pollee Department would place their Intern on a dog watch for five hours a day. „ Councilman Watkins made comments. Police Chief'Powell stated that he Would comeback to the Council with + the 'Interns findings in approximately 30 days. Mayon Stock then stated, that he received a Fetter from Surburban Engineer's for the Prior Lake - Spring Lake Watershed District, regarding erosion control and,water quality maintenance.
