HomeMy WebLinkAbout02 07 1983j E MIAUTES of the Proceedings of the City Council of the City of Prior Lake in the County of Scott and State of Minnesota, including all accounts audited by said Council.' • February 7, 1983 The Common Council of the City of Prior Lake met in regular session on Monday, February '7, 1933 at 7:30 PM in the Prior Lake Fire Hall. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Schweich, Thorkelson, City Manager McGuire, City Planner Graser and City Engineer Anderson.- Councilman Busse was absent. Plat: Mayor Stock 'asked 'if there were any comments regarding signing of Mayor Stock asked everyone to please rise for the pledge of allegiance. The minutes of January 24, 1983 were reviewed. MINUTES Motion by Thorkelson to approve the minutes of Janaury 24, 1983 as pre- sented, seconded by Schweich and upon a vote taken it was duly passed. The next item on the agenda was to consider the appointment of the open Council position. Mayor Stock stated that Councilman Busse would be arriving momentarly and that he asked this item wait until he got here. City` Manager.McGuire then reviewed the Dog Catchers Contract for 1983. The next item that was discussed was the final draft of amendments to the Refuse Ordinance. Mayor Stock asked City Planner Graser to comment,on this. A representative from Quality Waste had comments about the ordinance. There was discussion by Council and Staff. page 2 paragraph 5, that it be in compliance with. It was Mr. Schweich "s request to waive this. Mayor Stock then asked City Engineer Anderson to comment on the - Developer's Agreement. City Engineer Anderson stated that the reason for the October deadline was so that there was adequate tme prepare the - plans 'and•.specs for con- struction projects, In view of the small number of projects scheduled #ti? for 1983, this could be waived. °Sf 4MX:LA Motion by' Thorkelson to waive :the October deadline on the basis that .WAIVE Off TOBER, because of the current construction that is anticipated for 1983, that Lawrence Schweich and the Shangri-La Plat be-permitted to enter into a ,DEADLINE Developer's Agreement, seconded by Schweich and upon a vote taken it was duly passed. Mayor Stock stated that the second ,request was that Kortsch Trail and 150th Street not be served at this time. He further stated that if this was the case, no "building permits would be issued, for corner -lot , block 3, and block 2, until the time there was a Developer's Agreement for that part of the plat'for Water /Sewer and Paving. He also•stated thatiit would be posy - -.; ible for Mr. Schweich to escrow an amount for the future improvements and then be allowed to build�on the 'corner lots. There was discussion by Council, Staff and Mr. Schweich. Motion by Thorkelson to table the final draft of the Refuse Ordinance for 3 weeks, and that City Planner Graser discuss the recommendations of the Council with the 4 licensed haulers in Prior Lake, seconded by Schweich and upon.a vote taken it was duly passed. 1 The next item on the agenda was to consider the Preliminary Plat for ' Brooksville 7th Addition. City Planner Graser reviewed this for the Council. He stated that it is.a 2 acre parcel directly south of the Senior Citizens Center. The property is currently zoned R-3/multi--family res- idential. The developer is requesting to develop 3 independent units. The utility and drainage plans have been approved. He further stated that this was given preliminary approval by the Planning Commission on January 20,, 1983. Mayor Stock asked that City Planner Graser mark the plat map as Council Exhibit, "1" with today's date. Councilman Thorkelson asked if the developer had considered developing any of this ; property 'with' higher density. PRELIMINARY Motion.by Schweich to approve the Preliminary plat as submitted, seconded by PLAT BROOKSVIL E Thorke,lson and upon a vote taken it was duly passed. - 7TH ADDN. The next item on the agenda was the Police Contract for 1983. . City Managei McGuire reviewed this. He stated that there was one change in the 1983 contract, that being salaries increased by 6 %. One other change was clar- ifing the wording in Article 21.2. There was general'discussion by Council and Staff; Mayor Stock stated that considering the current economic times, the 6% increase was at•the upper end, but that he would support the 1983.contract proposed. .Councilman Thorkelson stated that he knew'that_ negotiations have been going on for several months and that'he supports the 1983 contract,'but that Increase in the Police salaries, as well as the other employees will have to be watched very carefully for the next year,and that the Council should consider them early in the budget.process. POLICE CONTR Motion by Thorkelson to authorize the City Manager and Mayor to enter -into the.Police contract for 1983, seconded by Schweich,. C There were further comments. :Mayor Stock called the question and upon a vote taken it was duly ,passed. City Manager McGuire reported on the progress with the remodeling of City Hall. { Lawrence Schweich re- entered the meeting and asked if the City would honor the previous Developer's Agreement. City Manager McGuire stated that yes, it would be honored and that the discussion tonight was on a new Developer's Agreement for another phase of,_ the plat. City Manager McGuire then reported on two items. One .was a letter ?rom Glenn Kessel, regarding the matter of Dellwo's house boat. The other was regarding the Met- Council with the redistricting plan. Mayor Stock stated that the appointing of a new Councilmember would1be tabled for one week.
