HomeMy WebLinkAbout02 22 1983MINUTES of the Proceedings of the City Council of the City of Prior Lake in the County of Scott and State of Minnesota, including all accounts audited by said Council. ` February 22, 1983 The Common Council of the City of Prior Lake met in regular session on Tuesday, February 22, 1983 at 7:30 PM in the Prior Lake Fire Hall. Mayor Stock called the meeting to order. Present were Mayor Stock, Councilmen Busse, Scott, Thorkelson, City Manager McGuire, City Planner Graser and Police Chief Powell. - Councilman Schweich was not present. Mayor Stock asked everyone to please rise for the pledge allegiance. MINUTES The minutes of February 14, 1983 were 'reviewed. 1 Motion by Busse to approve the minutes of February 14, 198 as submitted,` seconded by Scott and upon a vote taken it was duly passed., a DOG ORDINANCE _ The'next item on the agenda was to discuss the enforcement of the Dog k Ordinance. Mayor Stock asked Police Chief Powell to report on this. Police Chief Powell stated that at this time the intern that was patrolling the dog problem has not been able to contact many of the dog owners. He further stated that more could be done in the early spring. Councilman Schweich arrived and joined the Councilmat this time. € R PRELIMINARY PUD, The next item on theragenda was to consider the Preliminary P.U.D. Plan DONN`PITZGERALD for John Fitzgerald, Mayor Stock stated that this item would be taken later TAKEN LATER` in the meeting,because the developer was not present. OPT OUT Mayor Stock then asked City Manager McGuire to review the "(APT OUT ': Altern- ative to the MTC. ' City Manager McGuire reviewed the two letters that were drafted regarding ` the "OPT OUT ". He further, stated that it was hits.recommendation that the Ci go ahead with the "OPT OUT ". Motion by Busse to authorize Staff to prepare� resolution regarding the " City of Prior Lake Opting Out of the Metropolitan Transit Service, seconded ., by Thorkelson. Councilman S.chweick,asked if City had considered an alternative form of transportation. , ' City Manag McGui re stated that with the money that "the City was being taxed, a. new form of transportation could be worked out. o Mayor Stock called the question and upon'' \ & votevtakeii it was duly passed. IMINARY PUD The next item discussed was the Preliminary P.U.D. Plan 'for John Fitzgerald. FITZGERALD Mayor Stock.asked City Planner'Graser to review th "s for the Council. r City Planner Graser stated that this was given preliminary approval by the Planning Commission on 11/15/82 contingent on 10 points. The applicant re submitted revised plans and data addressing the 10 points. He ,then asked the deVeloper for his comments. ;�• Mayor Stock asked that City Planner Graser mark the site plan as Council Exhibit "A" with today's date. n; John Fitzgerald i parties that were involved this proposed project. Motion by Schweich to approve the P.U.D. Plan as submitted, contingent upon fi the following: 1)Utility Plan be submitted and approved by the City Engineer. . What the Grading and Surfacing Plan be approved by the City Engineer. 3) L That the Park Dedication Fee of $5,080,00 be paid at the time of the final approval. 4)The dock, and dock location meet the approval of the Sheriff's -Y? Department. 5)The density be limited to 18 units-; 6)That consideration be ' 0 given to the comments and suggestions by the City's Consultanting Planner for the Landscape Plan and that plans be added for the vacant green space located _,a to the east of the developed area, seconded by Scott and 'upon a vote taken it L was duly passed. LJ • CITY HALL City Manager McGuire then reviewed the progress of the City Hall remodeling project. The monthly reports were then reviewed. the January s Motion by Busse to approve the Police Report for Month of as POLICE REPORT submitted, seconded by Schweich and upon a vote taken it was duly passed. Motion by Busse to approve the Fire & Rescue Report for the Month of January FIRE do RESCUE” as submitted, seconded by Scott and upon a vote taken it was duly passed. REPORT •Motion by Busse to approve the Building Permit Report for the Month of January BUILDING as submitted, seconded by Schweich and upon a vote- it was duly passed. + PERMIT REPORT Motion by Busse to approve -the Dog Catchers- Report for the Month of January DOG. CATCHERS as submitted, seconded by Scott and upon a vote taken it was duly passed. a REPORT Motion by Busse to approve the Finance. Report for the Month of January as FINANCE REPOR submitted, seconded by Stock and upon a vote taken it was duly passed. Mayor Stock asked if there was any other business. Tom Foster• had comments on the abandoned cars along Highway 13. He then , 'A BANDONED CAR ' asked if something could be done about a truck located on Fish Point Road that is loaded with junk and has been sitting there for approximately 6 '• months.'
