April. 4, 1983 The Common Council of the City of Prior Lake met in regular session on Monday April 4, 1983 at 7:30 PM in the Council Chambers. Mayor Stock called the Meeting to order. Present were Mayor Stock, Councilmembers Busse, Schweich, Scott, Thorkelson, City Manager McGuire, City Engineer Anderson and' City Planner Graser. Mayor Stock asked everyone to please rise for the pledge of allegiance. MINUTES The minutes of March 21, 1983 were reviewed. a MARCH 21, 1983 The following corrections are to be made to the minutes of March 21, 1983. } PAGE 1, PARAGRAPH 13 Change #4; c ' Concrete sidewalks on one side and bituminous ` bike path on the other, sidewalks would be paid for by the developer and that the grading t and stormwater will-be-part of the developers {' cost. PAGE 2 PARAGRAPH l Should read: ;. '. He statedjthat the stormwater would be based on the drainage area, the portion that is t. in the right of 'way would be paid for through State Aid Funds and the remainder would be ' paid for by the developer. Motion by Thorkelson to approve the minutes of March 21, 1983 as amended, seconded?by Busse and upon a vote taken it was duly passed. The minutes of March 28, 1983 were then reviewed. MINUTE$ r' The following change is to be made to the minutes of March 28, 1983. ;MARCH 28,'1983 „ PAGE 1, PARAGRAPH °3 Should read:. the only information he had was that the lake level was at 903.4 and that the Watershed ` District planned to dike parts Of the lakes, (Sutton, Spring, do Fish) on Wednesday. Motion by Thorkelson to'''approve the minutes of March 28, 1983 as amended, seconded by Scott and upon a vote taken it was duly, passed. GARY <`s[SH The next item on the agenda was to review the request from °Gary` Gibbish to ZONING ORDINANCE identify Mini- Storage In the Prior Lake Zoning Ordinance. City Planner Graser` reviewed the different oning, within " business area. t Mr Gibbish was requesting to build a Storage on the parcel of property located at Highway 13, Ridgemont Avenue and Main " Avenue. f Mr. Gibbish vas present. He stated that he thought this 4buld be a, good location for the Mini-Storage that it was a neat orderly development. He further stated t►),at he did not plan on selling this, so he wou,l,.d be able to keep it. -clean and ,not let it become an ..eye sore -. ` There was discussion by and Staff: Mayor Stock asked if `a different use could be considered for -the site. i Mr. Gibbish commented. 'AMEND , ING ORDI Motion by Thorkelson to amend the Zoning Ordinance to reflect a conditional use for Mini- Storage in the B -3 area and a conditional use in the I -1 area and a permited use in the I -2 area, seconded ,by Busse and upon a vote taken it a was duly passed. Mayor Stock stated that the Zoning Map and Ordinance would be amended to= reflect the change. .NO :WAKE ON The next item on the agenda was to consider the "NO WAKE'! on Prior Lake, to k' ENTIRE LAKE. ;, help preserve the Lakeshore. " Take elevation was. City Engineer Anderson stated that the elevation was 903.5, last Monday it was%at 903.4 so it had come up =Da tenth of an inch. Mayor Stock then asked Gordie Gelhaye if he had `any comments. Mr. Gelhaye stated that trying to enforce the "NO WAKE" would be a thing ° to do. Markers are placed 150 feet away from the shoreline now. a , - Mayor Stock asked if Mr. Gelhaye thought the "NO WAKE" is necessary on Spring ' s and Prior Lake. Mr. Gelhaye stated that it was necessary on Prior Lake. Mayor stock asked if closed throttle could help.. { Mr. Gelhaye stated that would be better then posting speedlimits. He further stated`that this should be published in the paper so the people would know more 'about it. a There was further discussion by Council and Staff. It was suggested that the markers be brought out another 150 feet so boaters could not go within 300 feet from shore unless at closed throttle ` 5 Motion by Busse to direct City Manager McGuire to consult with the City Attorney to prepare an amendment to the City's Ordinance relating to high water "NO WAKE" on Prior 'Lake, seconded by Scott and upon a vote taken it was duly•passed. x Motion b Thorkel-son to direct Ci E Anderson to order s ns.a Y Y 9 9 PPropriate° for the �!NO WAKE" and thGt they be placed at all public and private entrances to the lake;- seconded by Busse and upon a vote taken 'it was duly passed., ,. Mayor Stock then stated that upon completion of the ordinance, a leaflet be prepared and distributed to the Sheriffs Department and to the various business - ' es ,,on the lakeand also published in the paper. Mayor 'Stock a3ked'Jfl.Mr. Gelhaye could have some cost estimates for more markers available for next weeks meeting. City`Manager�McGuire� then gave an update on City Ha11`. He stated,that the `• offices would be closed on Friday, April 8, 1983, to move back into the OPEN HOUSE offices. He then suggested April 25, 1983 as,the.date for the Open House. i Mayor Stock 'stated that the 25th would be a good day, and that the Council meeting would be postponed until 8 :30 PM on Monday April 25 1983. The time " for the Open House would be from 5:00 PM'til 8 :00 PM With no other comments, motion by Thorkelson to adjourn, seconded by Busse and upon a vote taken this,meeting was adjourned at 8:55 PM.
