The Common Council of the City of Prior Lake met in regular session on
Monday, April '18, 1983 at 7:30 PM in the Council Chambers. Mayor Stock
called the meeting to order. Present were Mayor Stock, Counclmembers
Susses Schweich,:Scott, Thorkelson, City Manager.McGuire, City Engineer
Anderson, City Planner Graser'and Finance Director Teschner.
Mayor Stock asked everyone to please rise for the pledge of allegiance.
The minutes of April 11, 1983 were reviewed.

Q) view, which was given.' The preliminary plat consists of 19 lots, all of
which are.at least 80 feet wide and 10 square feet. Utilities are in
Northwood Road and Island View Road. Outlot A is a remnant piece of property
which should be combined with adjacent property to the north. Outlot C
will gain access from the extension-of Road. O�tlot B will be given
to the City for utility purposes. Staff recommends preliminary plan approval.

City Planner Graser then reviewed the preliminary plat for Sand Pointe 3rd

Mayor Stock.called the Continuation of the Walker Avenue Vacation Publicr.
Hearing to order. Mayor Stock asked City Planner Graser to update the
Council on the Walker Avenue request.
City Planner Graser stated that this public hearing was continued from
March 7, 1983's meeting for the purpose of obtaining additional information
regarding a functional road system in the vicinity of the Langhorst Addition
however, nothing new had been revealed over�the last six weeks. It was
Staff's feelings that the road was still needed for public access to the,
adjoining lots.
Mr. Harry Tupy was present and commented. He asked if Walker Avenue was
not vacated, when did the City see Highway 21 going through:
It was stated that Highway 21 would be started this year if the acquisition
of the right -of -way was completed.

Mayor Stock stated that what ever Mr. Tupy wanted to do with his parcel of
K land did'not pertain to.the vacation of Walker Avenue itself,, its whether ,
' l or not there is a public need and until he can provide a means of public
ingress /egress to the property involved, the City cannot vacate. 0
Motion by Busse that the City deny the request for vacation of Walker Avenue :
r' on the gounds that the property still has need and that it serves the interest
' ofl� heepublic, that it does provide the flexibility necessary for serving the
properties now and possibly in the future, and that the consideration of the
vacation of Walker Avenue should be done at the time that the overall,,devel-
opment plans for the parcel are in its completed phase through the normal
planning process,, seconded by Thorkelson and upon a vote taken it was duly
passed.
Motion:wy Thorkelson to adjourn the public hearing, seconded by ;Scott and
upon a vote taken this public "hearing was adjourned at 8:41 PM.
DIRECTIONAL The ne'xi, item the agenda was the request from Bob Page for a variance
SIGN BOB from the�dirertional sign ordinance. City Planner Graser reviewed the request
PAGE for'the Council.
City,Planner Grayer statedthat Mr. Page was the General Manager of the Little
Six Bingo'Palace in Prior Lake. Mr. Page had requested in letter form to
construct two billboards in Prior,Lake at the intersections of County Road
and Highway ,13 and County Roads Wand 83_. The,signs will advertise the
Bingo Palace and;.>indicates the amount of the jackpot each day along with a
directional arrow app ogler instructions on how to get to the Bingo Palace.
Mr. Page's request is that the >:City Council grant a variance for the two
billboards in accordance ,with Section 5 -7-11 which allows 'the City Council
to grant,verances,;in instances where in their opinion the strict enforcement
' would c undue hazdsh;Ip. Staff's solution would be to allow a.25 square
foot directional sign with only the name of the establishment and a direction
indicator` on the face on the sign: o
i Mr.. Page stated that many people were having a hard time finding the Bingo
Palace and..,ha ing 6ese i signs would help the public.
Duane Frederickson stated that he was with the company that would be putting'

the billboards up and, that they were nice signs and would be very helpful
to the public.

Councilmember Thorkelson stated that the Clty forced everyone to take down s
their b "llboards 5 years aga. He further stated that the reason that the
directional sign, was put- the ordinance was o that business would be
directed -into the City. The Indian Reservation.people have stated that thc..�
are, in the City of Prior Lake, they, do not pay taxes to this' community,,
do not follow our zoning 'ordinances a. nd w" the are asking the City to let

&', Manager McGuire then reviewed a request from Radermacher Foods, they are
purchasing the Red Owl Store and would like approval on two items, 1)a cigarette

license, 2)off -sale 3.2 beer license. The beer license should be ,approved

contingent upon the investigation being satisfactory.
RADERMACHERS
Motion by Thorkelson to approve the cigarette license for Radermacher Foods,
seconded by Schweich and upon a vote taken was duly passed.
Motion by Busse to approve the off -sale 3.2 beer license for Radermacher Foods
contingent upon the investigation being satisfactory, seconded by Scott and
upon a vote taken it was duly passed

City Manager Mcwire then reviewed the 'temporary Highwater Regulation brochure.
Councilmember Scott asked if 90 1 in parenthesis could be added after the word
"perpendicular".

Motion by Thorkelson to approve the Temporary Highwater Regulation with the
addition of (90 -, seconded by Scott and upon a vote taken it was duly passed.
'Councilmember Thorkelson'questioned if the same rules apply to the 3wheeler
bikes as thev do to snowmobiles or what kind of regulations does the City

City Manager McGuire stated that if they are licensed they can be on the road-
ways.
There was discussion by Council and Staff.
City Attorney_Kessel commented: He stated that he would look,,into this
further and check back with the Council.
LIFTSTATIONS
Councilmember "Thorkelson then commented on theliftstatons, if in case of a

power failures what would be done since the City only has one portable generator. "
He then asked.if there is an emergency plan that the City has so people 'would ,
know what to do.
Cbuncil discussed this.
City Manager McGuire stated that the Civil Defense Plan is in the process of
being updated and once this is done Council would be receiving the updated

Mayor Stock then stated that he would like to establish "Clean -Up Week ". He ;

would be open for the purpose of dropping off�the,small twigs, tree limbs and
leaven associated with the clean -up.

Clean -Up Week, and that, the burning site would' be open for the purpose of
bringing in the smaller tree limbs, twigs and,leaves;: as per previous policy,
seconded by Scott and upon a vote taken it was duly passed:
Mayor Stock also directed City Manager McGuire; to pursue getting a permit from
-the PaC.A. along with finding suitable sites. for a burning and to bring the
Infoti-mation to the Council for action.

Mayor Stock then reported on'a Builders Survey that,was sent out,to the. -

City.Manager McGuire to report on the meeting that was held on April 20, 1983.
