January 9, 1984 , i The Common Council of the City of Prior 'Lake met in regular session on Monday, January 9, 1984 at 7:30 PM in the City Council Chambers. Mayor Johnson called the meeting to order. Present were Mayor Johnson, Councilmember Busse, Schweich,_ Scott, Thorkelson, City Manager McGuire, City Planner Graser and City Attorney Kessel. Mayor Johnson asked everyone to please rise for the pledge of allegiance. The minutes of the January 3 1984 meeting were" reviewed. Motion by Busse to approve the minutes of January 3, 1984 as submitted,- seconded Scott and:upon a vote taken'it was duly passed.` The next item on the agenda was to seta date to meet with the Townships regarding "and the Fire Rescue Contracts. City' Manager McGuire reviewed the contracts for the record. He stated that he spoke with Fire Chief Bob Mertens and the recommended date would be February 6, 1984 at 8 :30 PM in the Fire Half. There was general discussion by Council and Staff. Pine & 'r Motjon,by Thorkelson to schedule the date for signing of the Fire and' Rescue lieecaie Omt- Contracts for Monday, February 6, 1984 . at 8 :30 PM.in the Fire Hall, seconded y 'Busse and. upon a vote taken it was dul passed. ,. ffi The next item on the agenda was to discuss scheduling a "Work Retreat" for the C ity Council and Staff. City Manager McGuire reviewed aproposal -that he received from the firm of Hozza Associates, Inc. which specialize in conducting seminars such as the City is interested in. ' There was discussion by Council and Staff � AafrePt After further discussion by Council and Staff the recommended weekend for this 1 + retreat was tentatively set for March 9 - 11, 1984. Council also requested that City Manager McGuire find out more about the topics that would bdrdiscussed. l City Attorney Kessel also requested that City Manager McGuire check into the 1 additional charges] printing - and Word Processing were two that could add up i and be quite expensive. The next item`on tJi was to `review Ordinance 84 -01, An Ordinance Amending the. Cit;{ =,Prior"Lake Liquor Control. Sect ons>were 3 -1-10 and 3- ? -r8.. City Manager McGuire reviewed these for the record. He stated that the reason for these changes was,because of the residency requi- ;rements. He made:'further comments:' City Attorney Kessel, also "commented on this ordinance. He stated that he had a roy of the ordinance that had some corrections made to the amendments. ' Ord g4 p� Moi ion by Thorke l son to approve the amendments .made to, Prior Lake ,City Coda Liquor Control -by adopting 84 -01, An Ordinanca amisnding sections 3 - and 3 -2 =8 of the Liquor Control City Ordinance with the necessary corrections pointed out by,City - ?attorney Kessel, seconded by Busse and upon a vote taken if was`duly passed. The, Cou,ncII then reviewed Ordinance 84 -02, An Ordinance Amending the Prior Lake Zoning' Ord igaice. Setaions 3.2 B -3, 4.2 A -1, M12 C -1 and adding Section 4.3'.. 1 a City .Planner Graser °stated that after reviewing the minutes of the meeting that this was discussed at, the Planning Commission felt that "Day Care FaclIIt440 should be , a Conditional Use and the Council approved it a's,being a Permitted Use. The amendments that the Council received .does not show this and,should be corrected. He then reviewed the Ag Preserve section that was bef'ng added to the ordinance. There was discussion by council and Staff regarding thi "s ordinance. ';. 'I Mayor Johnson asked if thereiwas any other business that needed to be ta4en'care i o f City Manager McGui:•re stated that attached to the Council's agenda packages, there were two additional ordinances that would be reviewed at next °week's meeting.
