The` Common Council of the City of Prior Lake met in regular sesslon`on Monday,'

February 13, 1984 at 7:30 PM in the City Council Chambers. Mayor Johnson called
{
the meeting to order. Present were Mayor Johnson, Councilmembers Busse, Schweich,
”
Scott, Thorkelson, City Manager McGuire, City Engineer Anderson, City Planner
Graser and City Attorney Kessel.
Mayor Johnson asked everyone to rise for the pledge of allegiance.
The minutes of February 6, 1984, were reviewed.
The following corrections are to be made to the minutes of February 6, 1984.

Motion by Busse to approve the minutes of February 6, 1984 as amended, seconded by

Schweich and upon a vote taken it was duly passed.
The =next item on the agenda was an informational meeting to review Ordinance 84 =03,
Shoreland Management., City Planner Graser the
reviewed amendments that were re-
quested -by, the Council at a, previous meeting. '
There was general discussion by Council and Staff.

After further, discussion, Mayor' Johnson asked that Staff re- evaluate this ordinance,,

taking-into consideration the comments made tonight and bring it back before the
:Council'in 3 -4 weeks.

The next item was also an information meeting, reviewing Ordinance 84 -04, filling
'and
Excavating.

City Planner Gralser and City Engineer Anderson reviewed the necessary changes to
this ordinance.
Councils and Staff discussed the changes.

Mayor Johnson then asked that this ordinance also be brought back in final form

along with Ordinance. 84 -03
The next item was for the Council to consider the request for an On -Sale Liquor
License for Freddies on the Lake.

City Manager McGuire reviewed this and the Liquor Committee's recommendation. He
stated that Cynthia Jane O'Connor applied for the license and after the results of
the investigation, it; would be the recommendation of the Committee to approve the
license. He further stated that Ms.. O'Connor is the President and principal share"
holder•,of the corporation.
There was general discussion by Council and Staff.

Motion'by Busse to.approve the license under the name of Cynthia Jane O'Connor, DBA

Freddies on the Lake, seconded by Scott and upon a vote taken it was duly passed.

Mayor Johnson then called a five minute recess.
The meeting was called back to order at 9:05 PM.' The next item on the agenda was to
authorize the Housing Cooperation Agreement with Scott County HRA. Mark Nagel was

present to comment. `

City Attorney Kessel stated that he had no problems with the agreement except for a
couple of .typos.

The next item on the agenda; was to consider the request from Jim Dunn for an
annexation agreement.

City Manager McGuire reviewed this for the Council.

It was the consensus of the Council that Mr. Dunn was requesting the City to
initiate

the proceedings for his benefit, therefore, the costs should be borne
by Mr. Dunn.

Mayor Johnson directed City Manager McGuire to contact Mr. Dunn regarding the
Council's concerns,
The next item was to establish a date for a public hearing for road and alley

vacation for Jim Dunn. A map showing the location of the request was attached
to the Agenda packages.
City Manager McGuire recommended that the date for this vacation be set for March
12, 1984 at 8:00 PH.

City Manager McGuire stated that the re- establishing of the 4th Monday night of
each month for Council, workshops was being considered. He requested that each

'of the Councilmembers list at least 2 or 3 different areas that should be'dis-
cussed at these meetings,.
There was discussion by Council and'Staff.
With no other business, motion by Scott to adjourn, seconded by Thorkelson and
upon a vote taken this meeting was adjourned at 9:31 PM.
