The Common, Council of the City of Prior Lake met in regular
session on Monday, March 26, 1984 at 7:30 PM in the City
Council Chambers,. Mayor Johnson called the meeting to order
Present were Mayor Johnson, Councilmembers Busse, Schweich
Scotty ~ Thorkelson, City Manager McGuire, City Engineer
AndPrx °gin, Finance Director '�eschner and City Attorney Ke sel.
Mayor Johnson asked everyone to please rise for the pledge of
allegiance.
the first item on the agenda was to discuss the Tools for
Economic'Development,' =
Tax City Manager. McGuire stated that Ed Tschida 'from Professional
„{ 7nument Planning and Development would gives a brief presentation on Tax
FirencbW Increment Financing. f�
Mr. , .,Ed Tschida reviewed the basic framework of Tax Increment
Financing. He also described the various Tax Increment
Districts.' He then explained how this financing would apply to
the City of Prio- Lake':
Finance Director Teschner also commented.

r M.r. Tschida then described Industrial Revenue Bonds. He
commented on the advantages and disadvantages on this ° form , of

Mr. Mark Nagel from - the Scott County HRA'then commented on the

i Pgg�s Lake. One that the City has already made use of would be the
Small Business Development Center. This represents a partner -
ship between Government, Business and; Education to improve
economic viability of small businesses. The Ecomomic Deveiop=
merit Committee is currently working with the. .`College of. St.
,Thomas to do: 1)Citizen attitude survey.' 2)Work' with
individual. businesses on their `business problems. 3)Provides
business seminars. Among the many Programs of the Governor' °s
Quality Environment Program. are the Governor's Design Team and
the Minnesota Community 'Improvement Program. The °Economic
Development Committee has already utilized the services of the
�} Governor's Design Team. The Team has written a Design Study`
for Prior Lake,, and the next step would be implementation. The
Minnesota Community Improvement. Program is structured, like the
All- American' Cities Program,. the City competes with other.
Minnesota Cities in completing project's that increase Prior
Lake's economic qua?ity of life.C,' The Committee felt that- the
'? City should participate; even if we 'do not make it,, we will
j have the basis.forour 1984 Annual Report.
t' Mr. Nagel also reviewed Local Development Corporations.
+ Essen'tially, an orga "nization that provides 'a conduits other
' than°the City, to run some of the programs that we have talked, t
about. It- stands on its own in terms of generating and
t expending capital. ,+
He -then discussed Commercial Rehab Bonds. The results of the
' Business Survey indicate that there is only mild interest for
such `a program , 'iii Prior Lake.' Cities' can now bond for such
purpose as they have in Buff .�o -and St. Cloud.

Mr. Nagel responded that it was mailed to over businesses

in Prior Lake. He :further stated that we tried to contact every
business' !by phone and an article was printed in the Prior Lake
American asking all businesses that did not receive a survey to
contact City Hall.

Mr. Nagel asked if there were any questions.
Mayor Johnson thanked Mr. Tschida and<Mr. Nagel for coming out
and discussing this with the Council.` ,t
The next item on the agenda was to discuss "LAKEFRONT DAYS ".

schedule for the weekend of June 8 -9, 1984. He asked for
Council's support of the celebration.
