Mayor Johnson w, called the meeting to order. Present were Mayor Johnson, Counc ' £, Busse, Schweich, Scott, Thorkelson, City Mwwjer McGuire, City Engineer Anderson, City Planner Graser and City Attorney_Kessel. Mayor Johnson asked everyone to rise for the pledge of allegiance. -;' .., The minutes of June 11, 1984 were reviewed. PWj. 1'�N• City, Engineer Anderson gave a su'mary of the feasibility reports involving ` County Road 21, Crest Avenue and Lakeside Avenue. He also reviewed the related costs. , Mayor Johnson asked; if there were any questions or camients. There were none. City Engineer Anderson commented on Resolution 84 -17. He stated that within ' the resolution there are two paragraph Ws.: July 18, 1986 should be inserted in the space provided Wand the first paragraph would- be deleted. The next item on the agenda was to consider the Howard Olson preliminary �`nd , final plat. City Planner Graser reviewed this for the Council. City Planner Graser stated that the applicant is requesting' preliminary and final plat approval.: 2* Planning Ccmnission held a public hearing on 6/7/84 with,the following recaimendation: a s` WS Arnold/Felix To approve the preliminary plat of Olson's lst Addition; subject;.to the park dedication fee being set at/paid`.$4,676.00, and that once Hill Street is connected to Franklin Trail and Highwy 13,,; the , existing driveway to the existing office buildifig`at that, intersec- tion with Highway 13 will be closed. City Planner Graser then stated that` it would be staff's recomnendation. to approve the request for preliminary plat subject to the parlr dedication fee of $4,676.00 being paid. He stated that according to,the Minnesota State Statutes, a contract must be let within one year from &h date the project was ordered. On June 27, 1983'the North Shore { Project ;was a\utharized by the Council and the one year is due to expire. Adoption of Resolution 84 -16 would amend the resolution that was adopted on June 27, 1983 o-,&ring. street, sewer and water improvements. Mrs. Hobart com�lnted to the Council. There were , comments regarding the E.I.S. and the North Shore Project., City Engineer \ stated that if this resolution is adopted the* are some corzectons ttat would have to be made. Resolution'84 -15 „regarding the City of Prior Lake " OPT OUr of the Metropolitan Transit Commission. .. City Manager McGuire oammented on the resolution and , the MC. There was a general discussion by Council and Staff. City r Mccire stated that if the City was to "OPT OUT” the tax dollars that we are spending now would have to be spent on another form of transportation. He further cam- ented.' City Attorney Kessel stated that the last paragraph of the resolution should be reworded. "submittal of a letter of intent to at-ply to the Minnesota Department of Transportation to provide for assistance to the transit services ., that Prior Lake residents require for a one year or more demonstration period ". City Engineer Anderson then camiented on the bids that were received for Project 84 - 2, Terrance Circle. He recamended to the Cr -w.cil that they V .
