The Common Council of the City of Prior Lake met in regular session on '
Monday, July 23, 1984 at 7:30 PM.. Mayor Johnson called the meeting to order.

.Present were Mayor Johnson, Councilmenters Busse, Schweich, Thorkelson and
Barks & Recreation Director Mangan. Councilmanber Scott, City Manager McGuire
and City Attorney Kessel were absent.
Mayor Johnson asked everyone to please rise for the pledge of allegiance.
The first item on the agenda was to tour the City/Ne ghborhood Parks, this

was scheduled for 7;30 PM. The following people attended' the talzi
Planning Cacmissioners Chuck Arnold, Mike Felix, Doug Larson, Tam Loftus, and
Dave Roseth, Marlis Bluedorn, Ray Gormley,. Mr. & 'Mrs. Murray, Mayor Johnson,
Councilmembers Busse, Schweich, Thorkels Parks & Recreation Director
Mangan, Intern Marty Schmitz, and Jakki Menk.'
The parks were toured in the order of:

The Library's New Camrimity Roan, Woodview and Sunset Parks, Pond/Athletic
,
Complex, Memorial Park, Watzl's Point, Fish Point, Oakland Beach and Sand
Pointe Beach.

Parks & Recreation Director Mangan pointed out some 'of of the

The bus returned to City Hall at 9:20 PM.
The next item on the agenda was? a General Discussion on the Parks System.

Parks '& Recreation Director Mangan reviewed the Parks Comprehensive Plan. He

also asked if there mere any questions or comments on the tour or the.parks
in general.

Mr. Murray cam ent ed on Memorial. Park. He asked about the maintenance of

Memorial Park and the other baseball fields.
Parks & Recreation Director Mangan stated that the Parks Maintenance` Depart-
ment consists 'of two full time people. He stated that the parks are on a 8

day mowing schedule and the 'baseball/ softball "fields are on a 5 day mowing

schedule. He stated that some of the problems with preparing the fields for
games is the lack of canmunication between the varies le agues and CityHall.
There were further comments by Mr. Murray and Director Mangan.
Planning Commissioner Larson thanked Director Mangan for the tour of the
parks, he stated that he felt that it was very enlighting.
Planning Commissioner Felix commented on the Jefferson parcel (Visions VIII)

and the possibility of creating a recreational (golf ,course) type park.

Parks & Recreation Director broke down the budget and the expenses that the
nt incurs throughout the year.

There was a general discussion by those present.
Mayor Johnson thanked everyone for attending the tour and for participating

The next item on the agenda was to review the minutes of July 16, 1984.

Motion by Thorkelson to approve the minutes of July `16, '1984 as presented,
seconded by Busse and upon a vote taken it was duly passed.

Mayor Johnson asked if there was any other business that needed to be taken
care of .
Parks & Recreation Director Mangan stated that the public access on"Dewitte

was reopened last weekend. There is still some minor maintenance work that

needs to be - . completed but it is now

Planning Cammssioner Roseth camiented on the weeds -and long grass <:along
Highway 13 and 150th Street (on the Savage side).

Parks 3 Recreation Director Mangan stated that he thought City Engineer
Anderson was 1 into that and would.

With no other c=wnts, motion by Busse to adjourn, seconded by lborkelson°
and upon a'vote taken this meeting was- adjourned':at 10:17 PM.
