The ,Common Council of the City of Prior Lake met in regular
session on Monday, August 20, 1984 at 7:30 PM. Mayor Johnson
called the meeting to order. Present were Mayor Johnson,
Councilmembers Busse, Schweich, Scott, Thorkelson, City Manager
McGuire, 'City Engineer Anderson and City.Attorney Kessel.
Mayor Johnson asked everyone- to rise for the pledge of allegi-
ance
The- first item on the agenda was to consider approval of the
Minutes of August 13,'1984 and the list of invoices scheduled
for payment on Tuesday, August 21, 1984.

August 13, 1984.

families.; The U.S.. Department of Housing and Urban. Development

ment ". He further stated' that the :`3.R.A." has been notified by

the' bepirtment of Housing and Urban 'Development Ithat they will f

He 'further commented on the agreement.

McGuire reviewed this for the Council.

City Manager McGuire stated that federal regulations have recent -
ly been changed requiring Revenue ' sharing recipients to make
existing public buildings' handicap accessible. This along with

being short on "space now and the needs fnr.the future, make now

an appropriate time to plan for future expansion of City Hall.
City Manager McGuire, then reviewed and commented on the proposal
from Close Associates.
There was a general discussion by Council and Staff.

Committees and Commissions. City Manager McGuire commented on

City Manager McGuire stated that the purpose of this item is

Mayor Johnson asked Council for their comments on the items on
which City Manager McGuire commented.
There was discussion by' Council regarding the various items.
It was the concensus of the Council to stay with two year

staggered terms f, the various committees; v,that the number of

cnsecutive -terms be - based on a review process.; that the number
of members be limited to 5 on commissions and 9 o committees,

and that Ex- Officio members be based on a Councilmember volunte-

The next item on the agenda was to consider establishing fees;
for the Excavation and Filling; Ordinance. city ', ,'.Engineer
Anderson reviewed this for the Council. ",
y City Engineer Anderson 'stated that the Filling and Excavating'
Ordinance was approved by the Council and at! the time of
approval no. fee was established. He further stated that a; flat`

City Engineer Anderson stated that the developer ,was to have
Crest. Avenue and Carriage Hill Road graded at the time the
project was awarded. The grading is not complete but will "be
by September 8, 1984. He further stated that he has received a

completion date would be granted from September 15 to November
1, 1984
There was a general discussion by Council and Staff.

61 Engineer Anderson stated that Jerry Corrick from OSM was

Mr. +yCorrick discussed the various types` of roofs. He stated
that the type of roof that he is suggesting is a` mechanically
attached single ; ply membrane roof which is a ..good quality roof,
and ti;,at he would recommend- this type very highly.
' i City Manager McGuire read a letter, from the Prior Lake State
.Bank regarding repair work to the library, and that the Bank
would authorize any type of repair work to the building.

There was further discussion regarding the rubber membrane roof.

� Mayor Johnson directed City Manager McGuire to check with:
Police Chief Powell regarding some of the large number of
offenses in the Month of July's Police Report.
