Mayor Johnson called the meeting to order. Present were Mayor Johnson, Councilmembers Busse, Schweich, Scott, Thorkelson, City Manager McGuire, 'City Engineer Anderson and City.Attorney Kessel. Mayor Johnson asked everyone- to rise for the pledge of allegi- ance The- first item on the agenda was to consider approval of the Minutes of August 13,'1984 and the list of invoices scheduled for payment on Tuesday, August 21, 1984. i b The following corrections are to be made to the minutes of August 13, 1984. Page 1, Paragraph 9, REWORD Mayor -- Johnson directed City Manager McGuire to forward a G „ letter to the County Coin - missioners expressing the Coun- cil's' desire to see Pete Patchin and Walter. Stock ap- pointed to 'the Committee. + Nbuto a Motion by Busse to approve the minutes as amended and the Invaew invoices as presented, seconded by Scott and upon a,vote taken it was duly passed. n The - next'item'on the agenda was to consider a, public housing R ° agreement with Scott County 'H.R.A. City Manager McGuire comment - " ed on this. sb. City Manager McGuire stated that Mark Nagel,, Executive Director ' from the Scott County.H.R.A. ..Board was present to discuss this x with. the Council. � � Mark Nagel, Executive Director of the `Scott County H.R.A. stated that last February the Council approved a "Public, Housing .. p Cooperation Agreement" with the, Scott County 0:R.A'4 to provide AIAL up to° =2,0 units. of - rental housing for l;ow -to- moderate income ' families.; The U.S.. Department of Housing and Urban. Development " 4 �dec ded. that all applications must 'be,resubmitted whic, neces sitates approval, again of a "Public:Housing Cooperation Agree- ment ". He further stated' that the :`3.R.A." has been notified by � the' bepirtment of Housing and Urban 'Development Ithat they will f allocate' 23 units, .in - our area instead of- the original ib .units the first agreement >,brought before the Council..last ,February. A , seconded by Thorkelson City'+ Attorney Kesse.l commented on Section 1,;� Subsection c. "Shelter`Rent" Mayor Johnson called the question on the motion and upon a vote taken it was duly passed. The ,next item on the agenda was to discuss a proposal from o Close Assoc for 'Architectural Services. City Manager McGuire reviewed this for the Council. This along with . being short on "space now and the needs fnr.the future, make now -, an appropriate time to plan for future expansion of City Hall. City Manager McGuire, then reviewed and commented on the proposal from Close Associates. There was a general discussion by Council and Staff. " Motion by Busse to authorize Close Associates to do the neccs- Eqnvdm sary study for the expansion' of space for City Hall AnA`taat of City loll the amount does not exceed $5000.00, seconded by Scott. -- � ., " Councilmember Schweich "asked if all of this would be completed` a within this budget period.'' . City Manager McGuire stated that it would. Mayor Johnson called the question on the motion and upon vote` rk " ,, a taken it duly passed. r The next item on the agenda was a general discussion on City Committees and Commissions. City Manager McGuire commented on ?" this. r. City Manager McGuire stated that the purpose of this item is Oat: for general discussion on Committees. He briefly f' commented on these items.` Mayor Johnson asked Council for their comments on the items on which City Manager McGuire commented. There was discussion by' Council regarding the various items. It was the concensus of the Council to stay with two year a.� staggered terms f, the various committees; v,that the number of 4 .x cnsecutive -terms be - based on a review process.; that the number of members be limited to 5 on commissions and 9 o committees, �> and that Ex- Officio members be based on a Councilmember volunte- x *king to ,,,) Attend Planning Commission meetings and various staff 'be , assigned' to certain committees. The next item on the agenda was to consider establishing fees; for the Excavation and Filling; Ordinance. city ', ,'.Engineer Anderson reviewed this for the Council. ", y City Engineer Anderson 'stated that the Filling and Excavating' Ordinance was approved by the Council and at! the time of approval no. fee was established. City Engineer Anderson reviewed this the: , �nr Council. City Engineer Anderson stated that the developer ,was to have Crest. Avenue and Carriage Hill Road graded at the time the project was awarded. The grading is not complete but will "be by September 8, 1984. ''The next item on the - agenda was to discuss the replacement of t.h.bTZibrary roof. City Engineer Anderson „commented on this. 61 Engineer Anderson stated that Jerry Corrick from OSM was pk sent to comment further on the roof. Mr. +yCorrick discussed the various types` of roofs. He stated that the type of roof that he is suggesting is a` mechanically attached single ; ply membrane roof which is a ..good quality roof, and ti;,at he would recommend- this type very highly. ' i City Manager McGuire read a letter, from the Prior Lake State .Bank regarding repair work to the library, and that the Bank would authorize any type of repair work to the building. ;1 There was further discussion regarding the rubber membrane roof.
