The Common Council of the City of Prior Lake met in regular session on
Monday, September 24, 1984 at 3:30 PM, in the City Council Chambers. Mayor

Johnson called the meeting to order.. :Present were Mayor 1- Johnson, Council-
members Busse, ,Schweich, Scott, Thorkelson, City Manager McGuire, City
.
= Engineer Anderson, City Planner Graser, Finance Director Teschner 'and City
Attorney Kessel

Mayor Johnson asked everyone to rise for the pledge of allegiance:

Mayor Johnson stated that tonight - s ,`meeting is a Council Workshop, and asked

City Manager McGuire to floor the meeting.
The first item on the agenda was, to review the market analysis for

industrial, development, City, Manager McGuire stated that on 'July 2, 1984, the

Prior Lake City Council entered into a contract with Maxfield and Solcmonscn

County Road 12, the industrial zoned land on County road 42 a 21 and other

areas for development. Members =of the Economic Development Committee and
City Staff assisted in the gathering of`. the ` data. He then stated that Mr,'

Gary Solcmanson is here this evening to present the study.

Gary Solcmonson apologized for not having the .full analysis for the Council
but commented on the summary that he presented to the Council.

Mr. Solomonsw then had a slide presentation.
There W3.0 general discussion regarding light and heavy industrial develop-

After further discussions.` Mayor Johnson asked that this be brought back an

October Q, 1984 for further discussion and consideration,

Mayor Johnson thanked everyone for coming out for this discussion.. He then
called a 5 minute recess.
The meeting was called back to order at 9:20 PM.,
The next item on the agenda was, to discuss the status of County Road 42/21
and'the industrial park. City Manager McGuire commented on this.
City Manager McQn.re stated that *he City has had an option for approximately
four months on a- acre parcel, of land south of County Road 42 on County
Road 21. ` It has been extended twice, and will expire on October 15th. At
this time a discussion was in order on the alternatives available. He then

Two additional options brought up were a referendum and to purchase a one

Mayor Johnson thanked everyone for their input on this item and stated that
all options would be considered at the.October 9th meeting.

Councilmmember Busse asked that the City be listed for each of the bidders

Motion by Thorkelson to approve the minutes of September 17, 1984 as
amended, seconded by Busse and upon a vote taken it was duly passed,
Mayor Johnson asked if there was any other business that needed to be taken
r
care of.
City Engineer Anderson stated that County Road 21 Construction would start
sometime this week.

Councilmmber.'Schweich ca rented on the Junk ordinance.

Councilnenter Thorkelson asked that City Manager McGuire look into an
incentive program encouraging City Employees to quit smoking.
City Manager McGuire requested that the Council call for a Public Hearing
for $700,000.00 Revenue Bonds. The suggested date would be October 15, 1984
at 8:00 PM.

There was a general discussion by Council and staff.

With no other business, matien by Busse to adjourn, seconded by Thorkelson
