November 19, 1984
The Common Council of the City of Prior Lake met in regular session on Monday,
November 19, 1984 at 7:30 PM in the City Council Chambers._ Mayor Johnson called
the meeting to order. Present were Mayor Johnson, Councilmembers Busse,
Schwe ch,_Scott, Thorkelson, City Manager, McGuire, City Engineer Anderson,
Finance Director Teschner and City Attorney'Kessel.
Mayor Johnson asked everyone to rise for the pledge of allegiance..
Council reviewed the minutes of November 13, 1984 and the list of invoices
_ scheduled for payment of November 20, 1984.

The next item on the agenda was a presentation of a Community Improvement Award
by Jim Hill.
Jim Hill'oosmented on the award that was presented by Governor Rudy Perpieh at
Omm'uty'
an awards ,oeremony in St. Cloud. He then presented the award to Mayor Johnson

on behalf of the City.

The next item on the agenda was to consider a request from St. Michael's for a
temporary 3.2 beer license. City Manager McGuire commented on this.
City Manager McGuire stated that St. Michael's will be sponsoring a basketball
tournament on Friday, , November 23, and Saturday, November 24, 1984 in the St.
Michael's School Community Center and after the game on Saturday, there would be
a danoe„ open to St. Michael's Alumni over the age of 19. _He stated that the fee
._ has been paid and that the insurance has been submitted. He stated that he
would recommend approval.
Motion by Thorkelson to approve the request of a temporary 3.2 beer license for

' Mayor Johnson commented on the 1984 Budget Analysis Summary for the 3rd Quarter.

He wanted to command 'Staff for the excellent Job that they are doing keeping the
various departments within budget.
Notion by Schweich to approve the 3rd Quarter Suaiary as submitted, seconded by
Busse and upon a vote taken it was duly passed,
Mayor Johnson then asked if there was any business that needed.to be taken care

There was none.
Mayor.Johnson then called a recess until 8:00 PM at which time the Harris
` Waterfront Vacation Public Hearing was scheduled;.
Mayor" °Johnson called the meeting back to order'at 8 :00 PM. At which time he
. called the Harris Waterfront Vacation Public ,Hearing to order. The public
notice was read for the record.
City Manager McGuire stated that the waterfront in Kneafsey's Cove Plat was
dedicated to the Public. Mr. Harris who recently built on Lot 2, is anxious to
gain.00ntrol of the waterfront and make his lot a lakeshore lot. Staff is quite
positive Lot 2 was sold as lakeshore property but in essence does not have
l wahom Cov Avenue' provides access to Lot 2.; Over th past few years,
Prior Lake had vacated a nudwr of public waterfronts. The A City has no
intention on claiming and "maintaining property such as this. He further stated'
that he would recoi nd approval of this vacation.

City Engineer Anderson read a letter that he received for Mrs. Betty Remes on
October 24, 1984 regarding brown water.
There was a general discussion,by Council and Staff regarding a Water treatment
plant.
Mayor Johnson then called the Wank Alley Vacation to order at 8:15„ PM. The

Motion by Busse to approve Resolution 84-V, A Resolution vacating a described
