Chambers. Mayor Johnson called the meeting to order. Present Were Mayor Johnson, Councilmexbers Busse, Schweich, Scott, 1horkelson, City Manager McGuire, City Engineer Anderson, City Planner Graser, Parks & Recreation Director Mangan, Finance Director Teschner, and City Attorney Kesael. Mayor Johnson asked everyone to rise for the pledge of allegiance. Mayor Johnson then asked if there were any additions or amendments to be made to _;the minutes of December 3, 1984. ` Couneilmeber Scott commented on a spelling error on Page.2. Notion by Thorkelson to approve the Minutes of December. 3, 1984 as amended, seconded by Scott and upon a vote taken it was duly passed. The first item on the agenda was a (!request from Ken 'Storm for a Street Name Change. City Planner Graser commented on this item. City Planner Graser stated that Mr. Storm has petitioned the City Council to change Moves Circle BE to Stores Circle -jSE. This short cul- de-sac is located in the recently platted Stormis 1st Addn. adjacent to and north of 150th Street SE. Staff's current policy is allow the developer to name his own: streets but in compliance with the cities uniform naming and numbering system. Haves Circle was a logioel choice' for ',�this cul- de-sac since it leads into Mavea Trail. Six weeks ago the Council did grant tees Green a si milar request. Street'nusbers have been assigned: but none issued. He stated that staff is of the opinion that sicae policy allows developers tb name their own streets the petition should be granted. To change once the plat has been filed is not a big issue and in 'this case no inconvenience to anyone., He further stated that staff has already ordered the sign for Haves Circle SE, therefore the petitioner should pay, for the replacement. • Cite Mev�s There was a general discussi by Council and Staff. The next item on the agenda was to review the Stark/Dunn Driveway Situation. that this item be � City Engineer Anderson stated that it has been requested cont in O week..._ The next item on the agenda Was to schedule a Waterfront Vacation Hearing for Ken Warras. City Planner Grayer camented on this item. ity Planner Graser stated that the applicant has petitioned to vacate the : publicly dedicated waterfront between his lot :and the shoreline. All the lakeshore in the plat of Kneafaey Cove is dedicated to the public. A few weeks' ago, a strip of shoreline adjacent to the north was, also vacated. Staff reoommends a hearing date of January T, 1985 at 8:00 PM. There was a general discussion by Council and Staff. Motion by•Scott to schedule a waterfront vacation public hearing for Ken warras SdW&de FH on Monday, Janury T 1985 at 8:00 PM, seconded by Busse and upon a vote taken t v it was duly passed. The next item on the agenda was scheduled for 8:007M. Mayor Johnson then asked that the appointments to the Teen Committee be discussed at this time. Parks & Recreation Director Mangan eomiaented on this item. Parks & Recreation Director kIangan reviewed a memo from staff to City Manager m ° McGuire regarding the Teen Progrmm Committee. There was a general discussion regarding the renaming of the Committee. f �f 0It was the consensus of the Council that the name of the Commit be known as 1 the Prior Lace Youth Advisory Committee. There was'then a discussion regarding the people' to be appointed to the Comittee. It was the d6naensus of the Council that the fallowing people be appointed to the Prior Youth C=mittee: o / Becky Durenberger Joe VanDenBoae , Sherry Murrg r Nancy" Lewin Paul Olson Appair M It was also the consensus of the Council to appoint, a students to this YovA P.Youth Adv. Kathy Gibbe,, Sophomore Jeff Franck, Freshman t Notion by Scott to appoint the people as.recamended and listed above, to the Prior Lake Youth Advisory Committee and that they Y. bring back a progress report to the Council on February 18, 1985, seconded by Thorkelson. Y ' There seas further discussion by Council and Mayor Johnson called the question on the motion and upon a vote taken it was duly passed. Mayor Johnson asked that Parks A Recreation Director send letters to the other interested residents who were not appointed at this ;. time, but would request if there were still interested they could help out with s pecial other sub- camaittees and pro,�ecta relating to the Youth Advisory Committee. { a Mayor Johnson then went back to the item that was scheduled for 8:00 PM. Mayor Johnson asked City Attorney Kesel to comment on the Proposed'Street Assessment Policy Ordinance, �.:. City Attorney Keaael reviewei the ordinance with additional amendments and Ord. There was a general discussioa`by Council and Staff. 1b or Johnson son asked if there�we re a ny questions or comments from the audience.. There were many questions regarding this ordinance. After a lengthy discussion, Mayor Johnson asked that this ites be continued ` I With an amended draft of the ordinance on January 14, 1985 at 8:00 PH. The next item on the agenda was to consider -appointatent3 to the :Cable TV committee. City ,Manager McGuir,co mented,on this. J City Monager,MoGuire stated that the original members the of Cable TV Caatittee were Barry Meyer, Jas Hoeppner, Mike Saarela, Jose Carlos, Dane Randolph unts Kupers, Gene Nei. Ba rr, Meyer has expressed an in �� i in serving on the new Com aittee Saarela and Carlos no�onger .live in the City. The other ambers have not been contacted. & further stated that it would also be recce nded that Ralph Te&ohner be appointed to represent the _City. _ , There was a general diseussion,by Council and Staff.,.'
