The Common Council of 'the City of Prior Lake met in regular session on Monday,
February 25, at 7;30 PM in the City Council 'Chambers, Mayor Johnson called the
meeting to order. 1 Pres.ent were Mayor Johnson, Councilmembers- Busse, Schweich,
Scott, Thorkelson,\ City Manager McGuire, :Planning Consultant'Tooker and City
Attorney Kessel,
Mayor Johnson -asked everyone to rise for the pledge of allegiance,

The first- °`item on the agenda was to review the Downtown Study Area. Mayor
Johnson asked CtyManager McGuire to comment on�this.
City Manager McGuire stated that a letter was mailed to a

households and business establishments in the downtown area. It outlined the
need to update the downtown plan and invit4 the public to participate in
tonight's meet <. -ing. The program would fbcus upon the need for additional a
Planning including Tax Increment Financing as a „way to fund the program. He

will consider holding Public Hearing on.Tax Increment Financing_ on March 18,
1985.. He then asked Consulting Planner Charles, Tooker to go into more detail as

Guidelines and Utility Involvement. He commented further. t
City Manager McGuire then opened the discussion to -the audience.
There were'r -many questions, and comments 'regarding exactly what Tax Increment ,
,Financing was and why th,e se'lecied- area'was chosen:
After a lengthy discussion by Council and Staff, a motion was made by Scott to
adopt Resolution 85 -7, A Resolution on the Proposal''to Form a pment bevelo'-s

Mayor Johnson asked that all the necessary information be prcpa-ed and
distributed prior to this public hearing. He also asked that if anyone from the
audience had any questions to contact someone at City Hall.

The question was called on the motion and upon a vote taken it was duly passed.
Mayor Johnson then called a 20 minute recess. meeting was ca,lied back to
order at 9 :40 PM.

The next item on the agenda was to consider Resolution 85 -5 regarding Liability
Insurance. City Attorney Kessel commented on this.
City Attorney Kessel revi the resolution in detail.

Mayor Johnson asked ii there was any other business that needed to be taken care

City Manager McGuire commented on the request to have repairs done to West

Avenue and County Road 21. He stated that City Engineer Anderson contacted the
County, Engineer and was informed that there are some underground pipes that need
to be installed: The County is trying to keep it graded at this point until the
pipes are installed.
Councilnember Schweich requested that copies of the memo received from the Mater

condition of west portion of West Avenue and Pleasant Avenue,
