19, 1985, at 7:30 PM in the City Councils Chambers. Mayor Johnson called the
meeting to order. Present were Mayor Johnston, Councilmemb'ers Busse, Schweich,

Mayor Johnson asked everyone to rise for 1, pledge of.allegiance.

Tuesday, March 19, 1983 were reviewed by Council.

Motion by Busse to approve the minutee� and invoicrs as submitted, seconded by
Thorkelson and upon a vote taken it was duly passed.

The reports fc4 the month of Februar� were then reviewed by Council.

Consulting Planner Tooker reviewed the area that is being considered for the Tax
Increment Financing District.

City Planner Graser stated hat the requ;4sted: action is' to approve the Municipal
.Development .District and Ta;�p Increment Financing District, in that order by

adopting Resolutions 85 1_ and 83 =1 ?,. The,, Planning,;�Comi,ssion adopted the
resolutions finding the D" velopment and` Financing District consistent with the
City's Comprehensive Plal
City Manager McGuire als)[ commented on this. Hs stated that it the plan was
adopted it would* mak4' about f115,100.00 available to finance projects in the
Development District:

There were many questions regarding the actual area and the steps it would take

to. implement the plan,

Council then commented on the Downtown Development District,
It was the consensus of the Council that it was a good plan and to take the

neoessary steps to implement it.

Motion by Busse to approve Resolution 85 -12, A Resolution approving lax

Increment Financing District No, 1 -1 and the use of Tax Incremtnt Financing,
seconded by Scott and upon a vote taken it was duly passed,
Motion by Scott to adjourn the public hearing, seconded by Busse and upon a vote
taken this public hearing was adJ ourned at 9 :00 PM.
Mayon Johnson called a recess at this time. The meeting was called back to
order at 9 :1.0 PM.

The next item on the agenda was to consider the approval o;i the Certifications
of Forfeited Land.' Finance Director Teschner commented on this.
Finance Director Teschner stated' that the following four properties havt
reverted to State ownership due to tax forfeiture;

1) 4 acres in Govt, Lot v lying between Island View is't and County Road
21.
2.) M 25' of Lots 43 3 44, Green Heights
N Lot 5, Jo -Anna Hi -View 3rd Addition
4) Lot 15, Shady Beach 2nd Addition

He then stated that Scott County will be 'purchasing Parcel Al for County Road 21
right of way. The next two parcels will be offered t the adjoining property
owners for the indicated appraised values. Parcel 04 is a lot which is adjacent
to what is known as park property in the plat of Shady Beach =2n4 Addition. He
reviewed the memo.from Parks 6 Recreation. Director Mangan. He then stated that '
Staff would recommend a motion to approve the classification of these lands as
" non -conservation as requested by the Scott County Board.
A concerned rtsident commented on Lot."15, Shady Beach 2nd Addition,
There was a general discussion regarding forfeited properties.

Motion by Scott to approve the classification status" of the above described

properties- to non - conservation as requested by the Scott County Board, seconded
by Busse Gild upon a vote taken it was duly passed.
The next item on the agenda was to considt'i street lighting for C.S.A.It. 21.

City Manager McGuire commented on this.'

City Manager McGuire stated that the contractor was unable to get prices to the
City as of this afternoon and asked that this item be tabled until prices are
received,

Council, Staff and the audience- then discussed a proposal for a Downtown
Planning Study. ,

)liter a lengthy discussion, it was the consensus of the Council that this be
discussed further on April 22, 1983 at the Council Workshop.

Mayor Tohnson. -.asked if there was any other business that needed to be taken care
of.
City Attorney Xessel commented on a gift of land that Walter Pistner wanted to
give to th% City of Prior Lake.

With no other business, motion by Thorkelson to adjourn, seconded by Schwoich
and upon a vote taken this meeting was adjourned at 10:26 PM.
