MINUTES OF THE CITY COUNCIL

March 25, 1985
The Common Council of the City of Prior Lake met in regular session on Monday,
a
March 25, 1985 at 7 :30 PM in the Ci Council Chambers. Mayor Johnson called
the meeting to order. Present were _Mayor Johnson, Councilmembers Busse,
Schweich, Scott, Thorkelson, City Manager McGuire; City Engineer Anderson,
Police Chief Powell and City Attorney Cassel.
Mayor Johnson asked everyone to rise for the pledge of allegiance.
The first item on the agenda was to consider the request from Cynthia O'Connor
for a Liquor License for Freddies on the Lake. City Manager McGuire commented

this evening and would recommend the approval of a On -Sale Liquor, Sunday: Liquor
and a Cigarette License. The fee would be prorated until June 30, 1983 for

Liquor License., Cigarette License would be full price. The total amount for

tht license would be 11332.00. He than stated that two motions would be needed
for the approval of this license !)Approving an On -Sale and Sunday Liquor
Liaense, 2)Approval of a Cigarette License.
Mayor Johnson asked°il. there were any questions or comments regarding this
license.

Police Chief Powell s'tat)#d that the investigation had been completed on the
applicant and that everything had checked out, and that he would reoomend the
approval of the license. `

Motion by Busse to grant an On -Sale and Sunday Liquor License to Cindy J.

City Manager McGuire than stated that a motion would need to be made to
reimburse John Schumacher the amount of $1317.00 for the remaining three months
of.his. license.

The next item on the agenda was to review the street lighting for. C'.S.A.H. 21.
City Engineer Anderson commented on this.

Avenue, Lakeside Avenue tht and west end of the Frontage Road fj

property and at Quincy Street, At the time the plans wort app,

requested that additional lights be considered west of Arcadia Avenue. He than
pointed out to the Council what* the.ad(ritional lighting 0 !jd be placed. He

then reviewed the cost of the lighting, He stated that th c1st to the
underground wiring, conduit an,d, four lights botwotn Ar:adia Avenue and Vast
Avtnut is S19,731,70. Seven addii4ional lights could be added for a total cost
of S30,466,75, which includes the four lights, conduit and wire. Tht eleven
additional lights would provide continous lighting,although it j�would be at a
lessor intensity than downtown, He also sta.ttd that-the 6ty will own tht
lights, and be responsible for mtintonance and operating costs,;�; He then stated
that he did not have a recommendation at this time for the Coun"Cil.

Mayor Tohnson than called a 5 minute recess. The meeting was �callod back to

The next item was to discuss the City's option 61 "OPT OUT" from the RTC. City
Manager Reftiro commented on this. 4
City Manager McGuire stated that he met with Ray Olson from the Himl,osota
DopartmonCof Transportation on Friday March 21, 1985. He stated that J,un#,30,
1985 is the deadline for the City to ;ooidt it they to opt out or not. He

stated that there are many options that the City could go with, I)fund a study

from the general fund, 2)d*volop a plan without a study, or 3)continut with tht
prestnt syttem. He commented further.
There was a general discussion by Council, Staff and the audience,
It was the consensus of the Council to put more pressure on the MTC 'for reducing
taxes andfo,r to improve the service that are presently being provided,
City Manager McGuire then gave an update on the addition to C14- Hall. He
stated 14hat he has met with the architects and it is recommended that Option i1

be looked into more. He commented further on this.

The next item on the agenda was to review the minutes of March 18, 1985. -

Motion by Busse to approve the minutes of March 18, 1985 as presented, seconded

City Manager McGuire then commented on the special meeting to be hold on
Mednesday,'March 27, 1985 :regarding the sale of General Obligation Bonds,

City Engineor Anderson stated that the PCA will be °holding a public. Rotting at
City ,Hall on April 2, '1985 .regarding tht. environmental impact study for the
Nqrth Short.
