May 13, 1985 The Common Counoii of the City of Prior Lake met in regular session on Monday,. May 13, 1985 at 7c30 PM in the City Council Chambers, Mryor_Johnson called thr meeting to order, Present were Mayor Johnson, Councilmembers Buss, *, Schweich,, Scott, Thorkelson, City Manager McGuire and Finance Director Teschn @r, l Mayor Johnson asked everyone to rise for the pledge of allegiance., J 6 The minutes of May 6, 1985 were reviewed by Council. Motion by 'Busse to the approve minutes of May 6, 1985 as submitted(, seconded_. =by ' Thorkelson and upon a vote taken it was duly passed. The next item nn the agenda was to consider the cr`Kationlcf a Economic Development Director /Administrative Assistant_ Position, City Manager McGu3se commented on this item. '! bcity Manager Mc3uire stated that for the last couple of years thi*re has been d scilssiono about adding the positions of Economic Development Director andt,or Administrative Assistantl�, He'stated that from a fiscal'standpoinit it would 'not " be wise to add both at this time, but the timing does seem to be appropriate rto combine these positions and add the person in the near future. He„ then revier4ed the job description for the individual, He then stated that there; is f9, 000i0D kx_ in the 1985 'Budget for Ln Administrative Intern an °d $12,000, OD „for contra o employees thru the H.R,A,- The entire 9,C_00,00 and a potion of the 12,000,00, ) could be used to fund the p os I j There was a general discussion by Council and staff regarding'�th* number of years of experience needed by� ;!he candidate, ftm. Bev. Mr./ After a short discussion, motion` by Thorkelson to create the position of r - 'A&L A9st. Economic Dev *lopment Director/Administrative Assistant and authorir* the City Pbsitim Manager to fill the position effective July 1, 1985 at a startint salary of I !24,000 00 to $28,000.60, seconded by Busse and upon a vote trkerj; it was duly passed - .Mayor Johnson asked at this time if <there was any other business that ne *ded to be taken care of. - 4 ; Ccuneilmember Thorkelson commented on the maintenance of business properties, He 'stated -that one example, is the Post` Office which only maintains to their n property line while other busine -sses are maintaining all „the way 'to the - City's easement. He askect that the $.ost Office be contacted. Fie also asked that Planning Consultant Charles'Tooker look into landscaping, ideas; for the triangle parcel by Burger King Councilmember Schweich commented on new houses th °at are being constructed on ,o County Road' 12 and 81 xithout,'a turnaround .rom' the driveway. He asked if the t; policy of hammerhead driveways was being enforced.' City Manager McGuire stated that he would look into it,, - Council member Schweich then commented on a dip in the road at the intersection. of Pleasant Street and Duluth Avenue, ^� With no other business, Mayor Johnson called a recess at this time, The meeting was called back to order at 8;00 PH, E*&Umtion Mayor Johnson called the Equalization Meeting to order. The public notice was ,Meetim read for the record, Mr. Leroy ArnoIdi from Scott Count was County present and chaired this portion of the meeting. He commented to the audience regarding the county's policy on valuation of property and market value. � There were many people in the audience who commented regarding their taxes and # assessments on their properties. The to a is the -le al, record and will be kept P 9 on f ile in the Ci Manager's.. � Office, Mayor Johnson- asked that Mr. Arnold'i re- evaluate the homes /properties in the Prior Shore Estates area, e A letter concerning the increased valuation for the Priordale Shopping Center was discussed. It was decided that no decision would be made until the onweers completed the appraisal. There were further comments regarding assessmentsltaxes, o Motion to adjourn this public hearing, seconded by Scott and upon a vote taken this hearing was adjourned at 9 :03 PM. Mayor Johnson asked if there was any other business: t City .tanager McGuire commented on the League of Minnesota Cities conference that was coming up and asked the Council to inform him of any seminars that they wanted to attend, L With no other business, motion ,by Scott to adjourn, seconded by Busse and upon a j vote taken this meeting was adjourned at 9 PM, Michael A.
