The Common Council of the City of Prior Lake met in regular session on Monday,

June 3, 1985 at 7:30 PM in the City Council Chambers. Mayor Johnson called the
meeting to order. Present were Mayor Johnson, Councilnembers 5dweich, Scott,
Thorkelson, City Manager McGuire, Consulting Engineer Norton and City Attorney

Counoilmember Busse was absent.
Mayor Johnson asked everyone to rise for the pledge of allegiance.
The minutes of May 28, 1985 were reviewed by Council.
Motion by Thorkelson to approve the minutes of May28, 1985 and the list of

invoices' scheduled for payment on 'Wesday, June 4, 1985 as presented, seconded--
by Scott and upon a vote taken it was duly passed.'

The first item on the agenda was to discuss the North Shore Project. City
Manager McGuire reviewed a, memo r andum regarding this item.
'
City Manager McGuire stated that the M.P.C.A. considered the North Shore = E.I.S.
on May 30, 1985, at 10:00 AM and determined that it was 'adequate. He then
stated' that the Mayor and Council must now decide if they want to proceed, with
the,. )project, and if so, which option.
He then reviewed staffs comments and recamoendations. They were as. follows:
The North More Sewer and water project is necessary because.:
It provides sewer and water to currently developed areas along the
Lakeshore. It loops the water system. It opens up additional lands for
development. Sewer and water must be "available to the industrial land
adjaoent County Road 21 if industrial development is ever to become a
reality
Staff recommends that the. original route as amended during the public hearing
process be adopted, with further consideration given to adding a lift station in

Chatonka Beach because this route:
Servek, the existing developed areas along the Lakeshore. Serves areas most
likely \to develop first (from the Lakeshore outward). Is a grave stela

(possibly; one lift station) and has a similar impact on the environment Has

City Manager McGuire then stated, if the Council approves staffs rec.amendation,
O.S.M. should be directed to update the feasibility report and to call a public
hearing for June 24,1985 at 7:35 PM
Mayor Johnson then opened this portion of the meeting to the audience for their
comments or questions.
There were many questions and caanents by the residents present.

There was a' general discussion by Council. Staff and the people in the audience.
It was the consensus of the Council that O.S.M. be 'directed to update the
feasibility report for the North Shore Project and to hold a'public hearing` for
the project.

status of the project with City Manager McGuire.
Mayor` Johnson then called a recess. The meeting was called back to order at
9:15 PM.

CityAttarney Ressel camaented on this. =
City Attotney Ressel stated that he had contacted Shakopee Electric and
,!linneeota Valley Electric regarding a franchise agr..esaent with the City of Prior
Lake. He stated that both oompanies stated that they do not have an agreement

with the City. ' \ also stated that he received a copy of a letter and agreement
°fraa► the SW (Suburban Sate Association) regarding an uniform Electric
Franchise. He stated that he had not had a chance to review the agreement in
full but oo nted on whit he had read.
