The Caamon Council of the City of Prior Lake net in regular session on Monday,
July 22, 1985
at 7 :30 PM in the City Council Chambers. Mayor Johnson called ting
the mee to
order. Present were Mayor Johnson, �umcilawbers Busse, Schweich, Scott,
Thorkelson, City Planner Graser, City Manager McGuire was absent.
Mayor Johnson asked everyone to rise for the pledge of allegiance.
The minutes of July 15, 1985 were reviewed by Council.

Motion
by Busse to approve the minutes of July 15, 1985 as revised, seconded by
Minutes
Scott.
Upon a vote taken the minutes of July 15, 1985 were approved.
The next item on the agenda was a presentation regarding the Downtown Market
Study.
Mr. Dan Wilson and Mr. Jim Christensen of Wilson Management reported on the
Draft"
bpy of the Downtown Redevelopment Proposal that had been sent out in the
agenda
package. (A copy of the report will be kept on file in the City,

Offices.) They offered the following conclusions:
1.
The business community, within and outside the downtown, are
optimistic and positive about their future and the City of Prior Lake.
2.
Business people, both within and outside the downtown, commonly doubt

the success of trying to redevelop the downtown area, although they

recognize its problems.

The existing commercial development in the community currently contains

adequate amounts of retail, service and office space to serve the
current and near future levels of trade area demand.
4.
The vacancy rate of over 20% in the Priordale Mall, given the general
desirability of that space, is a direct demonstration of the current
oversupply of ao ercial space.

The current oversupply of convenience stores at every intersection
limits the entry of full -line or expanded line businesses and the

potential for success of existing businesses.
6.
The local market appears to respond favorably to local business
ownership and management, sometimes at the expense of "Outside -runt
operations.
7.
Highway 13 business strip has a substantially greater appeal for
commercial development over the downtown area as such.

Accessibility and circulation are significant problems in the downtown
and throughout the Highway 13 commercial area.

The - downtown area is dominated by auto related and liquor
estahlid=ents to the point that it appeals mainly to men.

Some women perceive the downtown to be an intimidating and threatening
place.
11.
The downtown shows signs of deferred maintenance and lack of pride in
ownership by the way the entire area is maintained,

Prior Lake will continue to demonstrate strong population growth, but
the physical orientation of that growth will largely be toward County
Road 42.

Mayor Johnson opened the discussion to the audi ence and also to the Council for

additional comments.
There were additional comments made by the audience, Council and -.Staff..
Mayor Johnson called a 7 minute' recess.

The next item was to review and approve the Fire and Rescue Abort for the Month

The next item on the age xla was to discuss a letter from C.G.T. Properties
regarding Cates Street Improvements. COUncilmember Schweich excused himself
from Council.
For the record Mayor Johnson read the lettei to the audience and council.
City Planner Graser stated that the P.U.D. has been given conceptual and
preliminary plat approval. The Zoning Map has been
amended to reflect the
Council Thorkelson asked if a map could be displayed to show the area that
was under discussion.
Planner Graser proceeded to explain how Holly Court would be effected and what
the adjacent Property owners are planning to do.
Planner Graser explained how the original Holly Court was in conjunction with
the lots across the street. He pointed out the points where; the road was paved
and where the paving ended.
Councilmwber Thorkelson asked if C.G.T. owns the property north of Cates plus
the Property to the east.
Planner Graser clarified what property was awned by C.G.T.
