O Other Business F CITY OF PRIOR LAKE MINUTES OF 7HE CITY COUNCIL September 3, 1985 The Common Council of the City of Prior Lake met in regular session on 7Uesday, September 3, 1985 at 7 :30 PM in the City Council Chambers. Mayor Johnson called the meeting to order. Present were Mayor Johnson, Councilmeambers Buse, 'Schweich, Soot, 7horkelson, City Manager Moadre, City Engineer Anderson, City Planner Graser, City Attorney Kessel, Finance Director Tesch ar, Booncnic ` Development Director /Administrative Assistant U macht, City Parks anti Recreation Director Mangan, and Police Chief Powell. Mayor Johnson asked everyone to rise for the pledge of,allegianoe. Ainutes The minutes of the August 26, 1985 meeting and the invoices scheduled for & Inovices payment on September 4, 1985 were reviewed by Council. lotion was made by Scott, seconded by Ihorkelson, to approve the minutes and the payment of the invoices as submitted, and upon a vote taken, was duly passed. The next ites on the agenda was the Bruce Lindell Variance Appeal. Manager Lindell McGuire indicated that the two parties- involved were able to resolve their Variance differences and they would not be appearing before the.Cauncl. Planner Graser Resolved explained the circumstances surrounding the variance appeal and how it was resolved. City Engineer Anderson reported on the progress of the Street Overlay project. He indicated that a letter has been sent to the contractor, Valley Paving, concerning being behind schedule. It is possible that the Willows and Grebe Heights areas could be completed by September 15 and the Ridgemont area by October 1. Next on the agenda was to consider the request'-Jy the Minnesota Horse and Hunt Club for a directional sign permit. Planner Graser indicated the applicant was requesting pendesion to erect the sign at Highway 13 and County Rod; 23. The Planning Commission reommim.ded approval for the`sign be granted subject to receiving a statement of consent from the landmawr of the site in question. Staff' has received the consent frow Tom Butler, owner of McDonald's, for the sign. lamela Fahr, representing the Minnesota Morse and Hunt Club, was present to answer questions. Sign for Motion was made by 7horkelson, seconded by Busse, to grant the U. S. Horse a Entertainment Corp. the permit to put a sign up at the intersection of Highway Hunt Club 13 and County Road 23 for the purpose of directing traffic to the Horse and Hunt Club for the reasons of increasing the safe flaw of traffic at that intersection; and, because it is a business serving the public, it would be difficult to find without direction. Mayor Johnson called the public hearing on the General Revenue Sharing Funds to order at 8:00 p.m. and read the public notice for the record as it appeared in the August 19 and 26, 1985 Prior Lake American. Finance Director Teschner indicated that $34,000 was anticipated in this fund this year and it was the recommendation of the Staff that these funds go toward the operation of the Fire Department as they Ldve in the past. 1986 Gen. Motion was made by Schweich, seconded by Scott, to approve the General Revenue Revenue Sharing funds in 1986 to support the Fire Department operational expenditures, Sharing and upon a vote taken, was duly passed. Funds Motion was made by Thorkelson, seconded by Busse, to adjourn the public hearing, and upon a vote taken, was duly passed. Mayor Johnson then called the public hearing to order for the Proposed 1986 Operating Budget and read the public notice for the record as it appeared in the August 19 and 26, 1985 Prior Lake American. Manager McGuire reviewed the budget in detail With the Council. He indicated that the budget reflected a 12% increase mainly because of the Zvirbulis land acquisition, continuing to implement the members., County Arad 21 and the. Street Overlay projects, n, three new staff - tY y projects, , and infiltration seal of ,certain sewer lines. Staff was available to answer questions about their ° respective departments. (The tapes will be kept on fife in the Office of the City Manager as the official record of the public hearing.) Discussion followed:; `1986 Motion was made by Thorkelsoi, seconded by Schweich to approve the 3.986 Operating Operatingit Budget of the City of Prior Lake as submitted and upon a vote taken, Budget Was duly j' sed. Motion was made by Scott, seconded by Busse," to adjourn the public hearing and upon a vote taken,; was duly passed. The next item on the agenda Was consideration of the Five Year Road Construction " Plan for the Municipal State Aid Street Program. City Engineer Anderson emptained that by directive of the Minnesota Department of Transportation Office of State Aid each municipality is requested to submit a Council approved updated five yearz program of proposed construction on its M. S.A. S system in 1985. The estimated annual construction allotment is $211,498 and the total state aid allotment for programing purposes is $1,101,190. City Engineer Anderson presented the 'proposed projects for 1986 which included seal coating certain streets, ;xAkwood Hills addition, Cates Street improvement with water main and y street, petition for the improvement of the private road in Green Heights Trail, B 4, _ z .3i wu and 'a petition -for the construction of Erie Avenue, parking lot at Sand_Pointi{. ht Beach, North Shore sewer and water project, Beach Street, Shore Trail, Lime Road, and Carriage Hill Road, and County Road 21 extension. Discussion by Council and Staff followed. Street Motion was made by Thorkelson seconded by Busse, to authorise the feasibility Impr. for study for seal coating and street construction as outlined on the 'map, and upon 1986 a vote taken, was duly passed. Manager McGuire presented a request by the City of Shakopee to rene Columbia Avenue to Canterbury Drive or Lane. He reoommerded a renaming not take Renaming place until the people living on that street could be invited in or informed of ; Columbia the possible change. Manager McGuire will discuss this further with the City of Avenue Shakopee and bring it back to the Council at a later date. Be also indicated that a "welcome to Prior Lake" s is -be sign being erected by the Chamber of Commerce on this road at the city limits to let the public know they are in Prior Lake., ° Manager- McGuire informed the Council that a pre-bid conference was hold on T September 3 regarding the City Hall Addition.
