Next on the agenda was to review the progress of the project at Freddie's on the
Lake. 'City Manager McGuire indicated'k* tt several extensions have been given to
this project already, but as of this date ti;:;agv;n•� of the parking let, the
landscaping, some concrete work, and the lighting in the parking lot, and the
retaining wall have not been completed.
Councilmember Schweich excused hvrzelf from the Council.
Discussion was opened to the audience. Mr. Fred Schweich addressed the Council
indicating that moving the road and the bad weather h'ad delayed the project.
The contractor for blacktopping was present and indicate,: he has scheduled, the
paving of the parking lot next week. Other comments were made from the audience
by John Davidson, Dave Miller, Gene White and Ted Schweich in favor of the
project and the progress that is 'being made. Discussion by the Council
followed.
Motion was made by Thorkelson, seconded by Busse, to grant a two week extension Freddie'si
to complete the paving of the perking lot, lighting in the parking lot, the on the
retaining wall, necessary erosion control and general; clean -up of the area; �e

completion and the Council will then evaluate whether it is necessary to close,

The next item on the agenda was to discuss the status of` the Street Light on
County Roads 21 and 42. City Engineer Anderson indicated that the City had
requested Scott County to investigate the need for a street
light at this
intersection. A letter received from the Scott County

City decided to install a street light, the County would not digapprove. t
Discussion by the Council followed. All members strongly felt that a ;'fight is
needed and the City should not have to bear the cost.
Motion was made
by Thorkelson, seconded by Schweich,.. directing that the .City Street
light write a letter to the County Board strongly expressing the need for the t at

Assistant City Manager Unmac;ht then gave a review of the status of the Hardship
Ordinance and indicated, some suggested changes. He also presented an income' p
chart that could be used as a means of qualification for the deferment. ordinance
Discussion by the Council followed. Assistant City Manager Unmacht was directed
by Council to continue work on the ordinance and to analyze income surveys for
this area and develop an income chart that would be more suitable for this
area.
The next itl m on the agenda was to consider amending Resolution 78-34.
Assistant City Manager Umacht indicated that Resolution 78-34 adopted on
October 16, � 1978, was for the vacation of a parcel in the plat of r '
7bwnsite. 'Resolution 78-34 uses the terminology ing Lake

loge" and the Scott County Registrar of Titles requested that be changed to °
read "Townsite of Spring Lake". Discussion by the Council !; followed.

Motion was made by Busse, seconded by Thorkelson, to ado

Amending City of Prior Lake Resolution 78-34, and upon a vote taken, was duly ,
passed.

Assistant City Manager Urmacht reported that a, copy of the Scott Coun
Ibsolution calling for the special referendum election on the Stu
findings, a copy of'the final r ay C di s trib u t s
' report, and a Dopy of the statute was distributed
to each Councilmember for their information.
Assistant City Manager Urmacht also r J
eported to the Council that the U.S. House
and Senate recently :
y passed legislation to give cities a break on the Fair Labor
Standards Act and Mr. Urmacht indicated our resolution and the response from
many other cities were influential in getting this legislation passed.
Mayor Johnson distributed an evaluation form for City Manager McGuire to each of
the Councilmembers and asked that it be completed and returned to him by November 18. Motion was made by Thorkelson, seconded`by Busse, that committee
consisting of Mayor Johnson and Councilmember Scott conduct the performance
review of City Manager McGuire, and upon a vote taken, was duly passed.
