ABSOLUTION SETTING,FOkTH POLICIES AND STANDARDS FOR THE DEyELOPMENT OF
THE SOUTHWEST CORNER OF INTERSECTION TRUNK 'HIGHWAY 13 AND COUNTY
AID HIGHWAY 42,. .
WHEREAS,�the City's of.Prior,Lake and Savage share a common boundary J
lformed by portions of State Trunk Highway,13 and ;C.S.A,H. 42,,and, v
WHEREAS, much of the land;along; the common boundary farmed by the two
roadways are currently undeveloped for urban purposes,,; and`'

WHEREAS, the two City "s have become aware of certain pressures for'
urban development of some of the undeveloped land, and '
WHEREAS, _,the :two City's unitiated a,joint planning effort on October
28 1976 to establish policies, standards.And guidelines to assize e"
the orderly and - efficient development of the subject axed and,
WHEREAS, The Planning Commission and.�respective planning staff /con "sul
tants of the two city's, haveconducted such joint planning study duripg�
December 1976 and January /February 1977.
THEREFORE BE IT RESOLVED, thait the council, of the City of Prior Take
hereby sets forth standards and polities to be incorporated iii the
development of the subject area. T

a: Prohibit direct access,(private driveways)-to individual . or
businesses.
b.' Provide direct access only to clusters or concentrations of businesses
or medium /high density housing (shopping "centers, apartment complex etc.)
c.= Maintain a minimum distance of;at least one (4) mile between
access points.
d: MAntain,a desirable minimum distance of 660 feet from the center line
of the intersection of S.T.H. 13 and C.S.A.H. 42 to.the first access
-point to adjacent land.
e. Maintain building setbacks of at ;'least 156.feet fremithe center line of
S.T.H. 13 and C.S.A.H. 42 in order to minimize potential negative_.

e. Prohibit strip commercial development.
f. Require overall plan °of development for sizable land parcel,s..�i
g. Any development within the subject requres,a `landscaping
bond,, an indemnity bond (or caW,escrow, in lieu of a bond)
supplied by the an amount of $.o5 per square foot of the "`
development for which ^ a building permit ns granted for the bond,`
with surety satisfaction.to the City,� be conditional upon
the completion of all construction Of required improvements. in

the event said construction is not'dompleted within the time allote

the City shall have the authority to complete the work required at
