b. In the event the proposed financing tikes the form
of , a mortgage revenue note privately placed, the
financing Policy of the private "placement lender
may be considered acceptable to the City.
7. In the case of a public issuance of a bond issue,
the financing policy will be left to the discre-
tion of the City Council, City Attorney, 'City Staff,
City Fiscal Consultants and the „recogniz bond
underwriter.
8. The applicant shall demonstrate that the proposed
facility will not require further public expenditures

9. The applicant shall submit all financial information
to the City for the last three years. In the case of
a new business, a three year pro -forma statement of
earnings will be required.

H. The applicant shall indicate that his proposal complies
with the City's zoning and subdivisions regulations `-
and how the proposal fits into the Comprehensive Plan., -
12. A fee of one -tenth of one percent, with a minimum
amount of , $1,000 and a maximum of $5,000 shall be sub-
mitted by the applicant, at the time of application,
to defray the costs incurred by the City. if the City
Council does not approve the preliminary resolution,;
50 percent of the fee may be refundable.. 'If the preaim-

and any'additional costs incurred by the City shall'`
be paid by the applicant.
13• Prior to the<adoption'of the final resolution author-
izing`issuance of the industrial revenue bonds or revenue
notes, the applicant shall deliver a firm financing
commitment acceptable; to the City from either the 'private
lender or the underwriter.

financing at any stage of the proceedings prior to adop-
