W lS, the City Council''of Prior Lake and the people of Prior Lake have sought
a now crossing over the Minnesota River for more than twenty years
and
WHIF&M, many residents of Prior Lake drive over the bridge on a'daily basis for
employsent purposes and `other justifiable - purposes, such as,
recreational, educational, etc., etc.; and
WMR11PAS, the existing teaporarl bridge on`CSRH 18 (Bloomington Ferry Bridge)' is
subject to flooding frequently and for durations -of longer than two
months annually; and.
91161 congestion on alternate routes during closure of the Bloomington Ferry,
Bridge causes traffic backups in excess of seven miles and

WEER'!, the cost to the public of the closure of the Bloomington Ferry Bridge
crossing due to floods was in excess of $4.6 million in ' 1986 alone;
and

replacement of the Bloomington Ferry Bridge is essential to maintain

the existing economic activity in Scott County as well as to ensure the
continued growth and economic vitality of the City and region; and
WHuMS, the existing 'Bloomington Ferry Bridge is a temporary structure
' operating under a U.s. Ceast Gard permit valid until 1989; and
