ORDINANCE NO. 8 3 - 1
AN ORDINANCE AMENDING PRIOR LAKE CITY CODE CHAPTER 8, SECTIONS
3 -8 -5 AND 3 -8 -9 TO READ AS FOLLOWS:
3 -8 -5; GAMBLING MANAGER: All operation of gambling devices
and the conduct of raffles shall be under the super-
vision of a single gambling manager designated by the organza-
tion. A gambling manager shall be responsible for gross receipts
and profits from gambling devices and raffles and for their opera-
tion. The gambling manager shall give a fidelity bond in the
sum of ten thousand dollars (.$10,000..00) in favor of the organi -_
zation conditioned on the faithful performance of his duties.
Notice shall be given to the City Council not less than thirty
(30) days prior to a cancellation of said fidelity bond. The
City may waive the bond requirements by including a waiver pro -

vision in the gambling license issued to an organization, provided
that a license containing such aprovision'shall be granted only
'by
a unanimous vote of the City Council.
The same person may act as both gambling manager and bingo mania-

der by the same organization, however, the gambling manager for
a single organization shall`not act as either a gambling manager

or bingo manager for any other organization?. The gambling manager
shall -be an active member of the organization.. No compensation
shall be paid in connection with the operation of a gambling
device or the conduct of a :raffle by a licensed organization

except as provided by Minnesota Statute §349..26, Subd. "12, as
may be amended from time to time. No person who is not,an active
member of an organization, or its auxiliary, or the spouse or
surviving spouse of an active member may participate in the
organization's operation of a gambling device or-')conduct of a
raffle except the licensed organization .may utilize non - member

3 -8 -9; PRIZES: Total prizes from the operation of paddle
wheels, tip boards and pull tabs (or ticket jars)
awarded in any single day in which they are operated shall not
exceed the maximum amount permitted by Minnesota Statute §349.26,
Subd. •15, or any amendments thereto. Total prizes resulting from
any single spin of a paddle wheel, or from any single seal of a
tip board„ each tip'board limited to a single seal, or from a
single pull tab (or ticket jar), shall not exceed the maximum
amount permitted by Minnesota Statute §349.26, Subd. 15, or any
amendments thereto. Total prizes awarded in any calendar year by
any organization from.the operation of paddle wheels, tip boards
and pull tabs (or ticket jars) and the conduct of raffles °, except

as provided in Minnesota Statute §349.26, Subd. 15a,
