Dear Mr. Staber:
Minnesota State Building Code Section 1305.6905 special fire
suppression systems does state:
"When adopted, the requirements are applicable throughout the
n—aicipality for new buildings, buildings increased in floor
area, and buildings which will have the occupancy classification
changed.
The building in question is the Prior Lake Junior High School
which is being remodeled into an elementaI school. The existing
building is classified as an E -1 occupancy and would still be
an E -1 occupancy if remodeled for elementary use.
If the building is added onto, then the special fire suppression
systems section would apply.
I trust this has addressed your question about optional fire
suppression systems.
Yours truly,

Project Grainwood Elementary Remodeling
Client Independent School District No. 719 2
Location: Prior Lake, MN
Subject : Meeting with City of Prior Lake
By Ken Quass Cqr
A meeting was held at the district offices of Prior Lake Schools
with the following present:
Mr. Gary Staber, City of Prior Lake
Mr. Bill Schmokel, Prior Lake Schools
Dr. Les Sonnabend, Prior Lake Schools
Mr. Ken Quass, Green Nelson Weaver Architects
The following was discussed:
1. A preliminary floor plan of the remodeling and additions were
presented to Mr. Staber along with a preliminary site plan
showing the building additions.
2. Mr. Staber stated the city had been notified by telephone by Mr.
Tom Joachim, Director of the State Building Code Review Board of
the architect's recent meeting with the State regarding this
project.
3. The City of Prior Lake adopted the Fire Supression Option within
the past year and Mr. Staber believed it may require that the
entire facility be protected by an automatic sprinkler system,
not just the basement levels. The City will check whether there
is adequate water service to meet this requirement.
4. The possibility of a standpipe system as an alternate to the
sprinkler system was discussed. The City will evaluate this
alternate and report back to the district.
5. The State will require safety upgrades. These were reviewed
with the City as follows:
a. Area separation walls and doors. These would be waived if
the sprinkler system were installed.
b. Air environment upgrade with the use of fire dampers and
ductwork.
c. Occupancy /construction separation of the gym from the rest
of the structure.
d. Fire alarm system upgrade to meet present code.
e. Installing an automatic sprinkler system to the basement
level spaces.

f. Handicapped access to the facility including toilets for
students.
g. Corridor walls and corridor doors to meet fire resistive
requirements. The City will review whether existing metal
door frames for doors not being relocated cold be retained
if they were properly filled with grout and tf, 'oors
replaced with labeled doors and hardware.
6. The time schedule was reviewed. Bids would be taken no later
than November of this year and remodeling would begin in January
of 1990.
7. Cost estimates were reviewed and Mr. Staber believed the City
would be willing to discuss permit fees with the School
District.
8. The Architect was directed to continue with the plans for this
project. He will submit estimates to sprinkle the entire
facility to the District. A cost estimate to install a
standpipe system will also be prepared.

Dear Ken,
I am writing this letter regarding the proposed Grainwood
Elementary School remodeling project. I have reviewed the
preliminary plans for basic code compliance and can offer the
following comments:
1. The City of Prior Lake has adopted the Fire Supression
Option which will require the entire building to be
protected with an automatic sprinkler system. Our
utility records indicate 6 inch C.I.P. water main in the
street which should be capable of supplying aadequate
supply of water for an automatic sprink system. I
would recommend that a reputable fire suppression
company be contacted to do a flow test to determine
exact water flow rates for the site.
2. Heating, ventilation and air conditioning plans will be
reviewed for code compliance.
3. Occupancy separation of the gymnasium from the rest of
the structure will be required.
4. Fire alarm system plans will be reviewed for code
compliance.
5. The structure will be reviewed for compliance with all
handicap codes.
6. Corridor walls and doors will need to meet fire
resistive standards. I believe existing door jams not
being relocated could be properly filled with grout and
the doors and hardware replaced with approved labeled
products.

Re: Grainwood Elementary Remodeling
Commission No. 8616 -E
Dear Gary:
In response to your letter dated February 8, 1990 regarding your
plan review. We have been informed the City is working with the
School District regarding additional fire hydrants. We understand
that the removal of the temporary classrooms is required for
occupancy of the remodeled building.
Item 3. The Special Ed hallway 102 is being widened by 1'0" in
addition to the doors being changed to 20 minute labeled
doors.
Item 4: Door 137 has been deleted.
Item 5: All doors to rooms serving 50 or more will have panic bars.
We are not changing the doors to the lunchroom since the
room occupancy rating doesn't change.
Item 6: Fire protection drawings will be submitted for review and
approval. They are being prepared now.
Item 7: We believe we have satisfied Chapter 1340 provisions for the
handicapped.
Item 8: Advise us as to your calculations for deficiencies for the
smoke and heat detectors. Our intent is to comply and we
believe we have.
Item 9: The existing water heater is 86 gallons. It has been
verified as adequate for reuse.
Itert 10: We assume this is for sewer waste pipe.
Item 11: We believe the Owner is aware of this requirement.
Item 12: We have complied with the State Department of Health's
request for riser diagrams of the toilets last year.
Apparently they were misplaced and we FAXed additional
copies to them upon their request February 8th. Mr. Lewis
Anderson stated he would call you to inform you of his
approval. This was the only item he required for final
approval.
Mr. Gary Staber
February 9, 1990
Page 2
If you know of additional code deficiencies which were not included
in reports to us, please inform us so that appropriate action can be
taken before the project gets into the construction phase.
We believe the Owner has paid for and is entitled to a thorough plan
review before construction begins. The State Plan Review held the
plans longer than the bidders did conducting their plan review.
Yours truly,
