U 4646 Dakota Street SE Prior Lake, MN 55372 411 Nivsso* CITY COUNCIL AGENDA REPORT MEETING DATE: FEBRUARY 10, 2014 AGENDA #: 5D PREPARED BY: KATY GEHLER, PUBLIC WORKS DIRECTOR PRESENTED BY: KATY GEHLER AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION ACCEPTING GRANT FUNDS, AUTHORIZING THE MAYOR AND THE CITY MANAGER TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE SHAKOPEE MDEWAKANTON SIOUX COMMUNITY, AND AUTHORIZING AN AMENDMENT TO THE 2014 GENERAL FUND BUDGET DISCUSSION: Introduction This agenda item is to request City Council approval of an intergovernmental agreement between the Shakopee Mdewakanton Sioux Community (SMSC) and the City of Prior Lake to accept grant funds for trail purposes History The SMSC invited local governments and charitable organizations in Scott County to apply for grants to fund local projects that would fill trail gaps, augment existing trail systems, improve access to existing public natural areas, or provide additional environmental benefit beyond simple access. Grant applications were due on Dec. 6, 2013. In the City's effort to augment existing trails and to improve handicapped accessibility to natural areas, the City identified a parking lot and trail segment in Pike Lake Park. The amenities were originally constructed as part of preliminary improvements to Pike Lake Park opening greater access to the public. Paving of the chip trail and gravel parking lot will allow handicapped accessibility to the lake. Current Circumstances The SMSC granted $366,000 to 5 cities, including Prior Lake, to improve trails within Scott County. Each recipient has been asked to enter an intergovernmental agreement to accept the funds and define the terms of fund use. Each grant requires a local match of 20% cash or in kind with substantial completion by the end of 2014. The City plans to approach the Watershed District (WD) to explore opportunities to enhance water quality at the outlet channel delta on the City -owned Pike Lake property where the trail segment will end. Phone 952.447.9800 / Fax 952.447.4245 / www.cityofpriorlake.com Conclusion The trail will be constructed in accordance with City's trail standards; and the City will be responsible for the ongoing maintenance of the trail. ISSUES: The City is currently working with various organizations including the SMSC, YMCA, Three Rivers Park District (Scott County) and the Watershed District to identify potential collaborations for the development of Pike Lake Park. Master Planning of the park will include the potential for shared use with the YMCA, alignment of a regional trail through the park and improvements to the outlet channel. This type of collaboration will take advantage of multiple funding sources to most economically develop this park. This grant is a prime example of the partnerships that can be developed. FINANCIAL The City's estimated cost to upgrade to the trail and parking lot is $95,000. IMPACT: These costs include design, plan set development, and assumes the City will use contracted services to construct the trail. The total grant amount will fund $76,000 with a City match required of $19,000. The City's portion of the funding will come from the General Fund Park Department budget. The 2014 General Fund budget will be need to be amended to reflect the additional $76,000 in expenditures as well as the $76,000 in grant revenues. Our next step will be to receive quotes. ALTERNATIVES: 1. Approve the resolution accepting the grant, approving the intergovernmental agreement and authorize the Mayor and City Manager to execute the same on behalf of the City, and authorizing an amendment to the 2014 General Fund budget. 2. Deny the resolution and provide staff with direction. RECOMMENDED Alternate #1. MOTION: 0� PRlp� N U 4646 Dakota Street SE '� Prior Lake, MN 55372 RESOLUTION 14 -xxx A RESOLUTION A RESOLUTION ACCEPTING A $76,000 CONTRIBUTION, APPROVING AN INTERGOVERNMENTAL DONATION AGREEMENT BETWEEN THE CITY AND SMSC, AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE AN INTERGOVERNMENTAL DONATION AGREEMENT BETWEEN THE SHAKOPEE MDEWANTANTON SIOUX COMMUNITY (SMSC) AND THE CITY OF PRIOR LAKE AND AUTHORIZING AN AMENDMENT TO THE 2014 GENERAL FUND BUDGET. Motion By: Second By: WHEREAS, The City has identified a parking lot and a section of trail that needs to be upgraded to provide handicapped access to Pike Lake; and WHEREAS, The SMSC has granted to the City funds in the amount of $76,000; and WHEREAS, The City has agreed to use the granted funds to upgrade an 8 stall parking lot and a 10' wide, 562' bituminous trail between the parking lot and Pike Lake to a bituminous surface; and WHEREAS, The SMSC and the City seek to set forth their understanding relating to the grant and its use. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. The City Council accepts the $76,000 grant on behalf of the City. 3. The City Council hereby approves the Intergovernmental Agreement 4. The Mayor and City Manager are authorized to execute the Intergovernmental Agreement between the Shakopee Mdewakanton Sioux Community and the City of Prior Lake. 5. The 2014 General Fund budget is amended to reflect the $76,000 Park Department expenditures and $76,000 Grant revenues. PASSED AND ADOPTED THIS 10th DAY OF February 2014.
