OF TRUNK HIGHWAY 13
DISCUSSION: Introduction
The current MNDOT designation of Highway 13 from CH 282 to Highway
101 is inconsistent with local agency comprehensive plans. This agenda
item authorizes the City to begin a process of requesting a change to the
category assignment of Highway 13 and requesting the Mayor to send a
letter to MNDOT requesting this change.
History
Over the last several years, the City has worked hard to understand
current and projected traffic in our downtown area as well as the Highway
13 corridor. In 2013, the City undertook an access management study for
Highway 13. The access study reviewed the corridor from CSAH 42 to
CR 81. Data was collected and comments received as a part of that
study. In the 150th Street area, public comment indicated current issues
as well as concerns over the proposed 150th Street project scheduled for
2015. In that area, the City has hired SEH to review the proposed design
and focus on the input received as a part of access study. In other areas,
the current functional classification of Highway 13 dictated access
management.
Currently Highway 13 is designated as Urban / Urbanizing Principal
Arterial (4B). This MnDOT designation was last assigned on July 17,
2002. Since this last update by MnDOT, the Cities of Prior Lake and
Savage as well as Scott County have updated their respective
comprehensive plans. These plans were updated after careful analysis of
future land use, traffic needs, community participation, and review of the
2030 Vision and Strategic Plan. The plans were ultimately approved by
the Metropolitan Council. The Cities of Savage and Prior Lake as well as
Scott County have indicated within their comprehensive plans that
Highway 13 from CH 282 to Highway 101 is and will be a minor arterial
highway.
Scott County also led a study of CH 17 and TH 13 which was approved in
2009. The study identifies CH 17 as a north /south principal arterial
through Scott County supporting longer trips and higher speeds for this
region. Since the study, the City of Prior Lake through its land use
authority has been working to preserve this corridor for its future
conversion to a principal arterial as approved in the adopted study report.
Current Circumstances
The City of Prior Lake is a growing community with changing needs.
Since 2002 the City of Prior Lake has grown from a population of 17,160
persons to 23,385 persons by adding 2,500 new single family home
dwellings. The City has had also added 522 apartment dwelling units as
well. This added populous has supported our business districts. This has
led to revitalization of our downtown as well as the South Lake Village
area. It has become a priority for the City to provide a more prominent link
between the Downtown area and South Lake Village not only for
commerce but for traffic movement and local roadway support for Highway
13 and CH 21. As such, the City has been actively reviewing its
downtown area to determine its future local roadway network. In 2012,
the City began a study to review our downtown south area. The goal of
the study is shown below:
"Develop a plan for a future street network in the Downtown South area
that is consistent with the CH 21 plan, provides connectivity and facilities
for multiple modes between Downtown and other destinations, provides
access to Downtown South businesses, and provides access for traffic
between Duluth Street and the intersection of CH 21 and Arcadia
Avenue."
As this study has progressed, it has become evident that the MnDOT
functional classification of Highway 13 through Prior Lake is in need of
amendment. The current designation is limiting the ability of the City to
provide ideal local supporting roadways for the congested CSAH 21 and
Highway 13 intersection meeting the goals of the Downtown South Study.
Regardless of access designation, many full access points along this
corridor are already at 1/4 mile. The environmental constraints of the lakes
in this region including Prior Lake and Spring Lake require TH 13 to
provide direct access to residential and commercial local streets. This
corridor could never achieve a function of a principal arterial and the
spacing a principal arterial could provide due to these environmental
constraints. A designation change would bring our access management
into alignment with today's standard practice along this urban / urbanizing
segment of Highway 13.
The process of changing the category assignment of Highway 13 involves
requesting support from other local agencies, completing a MNDOT form,
and writing a letter to MNDOT requesting the change. A draft letter is
provided as a part of this report.
Conclusion
Based on the work that has been completed since MNDOT last reviewed
the category assignment of Highway 13 in 2002, it may be prudent to
review the assignment of Highway 13. An assignment to "Urban /
Urbanizing Minor Arterial (5B)" may be the most appropriate based on the
local comprehensive plans.

ISSUES: The information gathered as a part of the various studies and the
comprehensive plan support a change to the category assignment of
Highway 13 to provide consistency between all agencies.
A change to the category assignment to "Urban / Urbanizing Minor
Arterial" may allow the City to request more ideal local access to Highway
13 which could Zink business nodes and local roadway connections which
support CSAH 21 and Highway 13. These local supporting roadways
would reduce congestion on arterial highways. The modification could
provide for two full access intersections between CR 21 and Duluth rather
than one full and one % as is presently the case.
FINANCIAL The change in category assignment requires minor staff time in
IMPACT: assembling the information to provide with the letter to MNDOT and
coordination of letters of support from other local agencies.
ALTERNATIVES: 1. Approve a resolution authorizing City Staff to request a change to the
category assignment of Trunk Highway 13.
2. Deny this item and provide direction to City Staff.
3. Table this item and provide direction to City Staff.

WHEREAS, Since 2002, the Cities of Prior Lake and Savage as well as Scott County have updated
their Comprehensive Plans to designate Highway 13 from CH 282 to Highway 101 as a
minor arterial highway; and
WHEREAS, Many accesses on Highway 13 could never meet spacing criteria for a principal arterial
due to environmental constraints for this region.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. City staff are authorized to request a change from MNDOT for the category assignment of Highway 13.
3. The Mayor is authorized to send a letter requesting a change to the category assignment of Highway 13
from CH 282 to Highway 101 to "Urban / Urbanizing Minor Arterial (5B) ".

RE: Highway 13 Access Management Amendment
Dear Mr. Gage:
Currently Highway 13 is designated as Urban / Urbanizing Principal Arterial (4B). This
MnDOT designation was last assigned on July 17, 2002. Since this last update by MnDOT, the
Cities of Prior Lake and Savage as well as Scott County have updated their respective
comprehensive plans. These plans were updated after careful analysis of future land use, traffic
needs, community participation, and review of the 2030 Vision and Strategic Plan. A CH 17 /
TH 13 Corridor Study has also been completed since the last MnDOT update to the designation
of this corridor.
The City of Prior Lake's Comprehensive Plan was updated and approved by the Metropolitan
Council on October 25, 2006. The update of the plan was a culmination of nearly 2 /2 years of
study by the City Council, Planning Commission, City Staff, consultants, other public agencies,
and members of the public. This plan shows Highway 13 currently and in the future as a minor
arterial highway. A full copy of Prior Lake's Comprehensive Plan is available within the
document center on the City's website at w-ww.cityofpriorlake.com.
The City of Savage followed a similar process and their Comprehensive Plan was updated and
approved by the Metropolitan Council on September 8, 2009. This update also shows Highway
13 currently and in the future as a minor arterial highway in this area. A full copy of the City of
Savage's Comprehensive Plan is available at: www.cityofsavage.com/2030- comp -plan.
On March 24, 2009 Scott County's Comprehensive Plan approved by the Metropolitan Council.
This document also shows that Highway 13 from CH 282 to Highway 101 as a minor arterial
highway. The future north -south principal arterial through Scott County is shown to be CH 17
and Highway 13 south of CH 282 as shown on the 2030 future functional classification map
(attached). A full copy of Scott County's Comprehensive Plan is available on the Scott County

Metropolitan Council's Transportation Policy Plan has designated Highway 13 as "A Minor
Connector" south of CH 21 and "A Minor Expander" north of CH 21. As shown on Table D -8
of the Metropolitan Council Transportation Policy Plan, access spacing should be designated as
VI mile between primary access points. A copy of the Metropolitan Council's Transportation

Based on this supporting information, the City of Prior Lake requests an amendment to the

Arterial (5B) ". This request is supported by the City, County, and Met Council's existing and
future designation of Highway 13 through this area as highlighted in their respective
Comprehensive Plans. For planning purposes it is important that all public agencies align our
respective documents to provide consistency.

Dear Mr. Greg Ilkka:
Please accept this letter of support from the Minnesota Department of Transportation ( Mn/DOT) Metro
District to Scott County for the CH 17 and TH 13 Corridor Study Final Report. The study included CH
17 between TH 13 to CH 101 and TH 13 between TH 19 to TH 282. The study was completed with Scott
County serving as the lead agency in partnership with Mn/DOT, the Cities of Shakopee and Prior Lake,
and Spring Lake and Cedar Lake Townships.
The purpose of the study is to develop a long term vision for the corridor and for the local roadway
system components that support it. This includes recommendations on access management and corridor
widths. Mn/DOT will seek a functional reclassification of TH 13 between TH 19 and TH 282 from its
present category (A Minor Arterial — Connector) to the A Minor Arterial — Expander category as a first
step towards ultimate reclassification as a Principal Arterial.
In addition, Mn/DOT will seek an access management reclassification from a Category 4B classification
to a Category 7 classification as identified in the study. And finally, Mn/DOT will work towards an
eventual jurisdictional transfer of segments of TH 13 and /or CH 17.

last designation was assigned notes CSAH17 as the future principal
(north /south) arterial in Scott County. Highway 13 is designated
as a minor arterial by Scott County, Prior Lake, and Savage.

2.2.4 Amending Access Category Assignments
Over time major . changes in land _use _plane . (e.g„ comprehensive .plans, .zoning, annexations) and ........_ .. j
transportation infrastructure (e.g., realignments, conversion to freeways, bypasses) may require
amendments or revisions to the access category assignments. These amendments should be the
result of careful planning and consultation among all corridor partners. Under no circumstances
should an access category assignment be changed solely to accommodate a specific access
request or to allow the permitting of an access that would otherwise be in conflict with these
guidelines.
Successful implementation of access category assignments requires cooperation between both
the road authority and the land use authority. Therefore, unless Mn /DOT has acquired all the
access rights along a corridor, amendments generally require all parties to reach a consensus.
When amending access category assignments the underlying goal is to identify the appropriate
guidance to move towards when land use and transportation opportunities arise.
To provide a consist approach the following steps should be followed:
Step 1 — Initiation /Data Collection
An amendment to an access category assignment may be initiated by a district, Mn/DOT's Office
of Investment Management (OIM) or a local governmental unit. The initiator of the change should
fill out the form (see Figure 2.5) and include any supporting data and/or analyses. The completed
form and supporting data should be sent to the District's Access Management Coordinator.
Step 2 — Solicitation of Comments
District's Access Management Coordinator should route the request form and supporting data to
all impacted parties and request comments. The comment period should be thirty (30) days. OIM
should be included on routing to provide comments on consistency with the guidelines.
Step 3 -- Review of Comments
After thirty (30) days, the District's Access Management Coordinator should circulated any
comments received for ten (10) days and request any additional comments.
Step 4 - Recommendation
Based on the information provided on the form (see Figure 2.5), supporting data and analyses,
and comments received the district will determine if the amended access category assignment is
consistent with the principles and policies within the Access Management Manual. Generally this
process for amending an access category assignment should result in a consensus among all
parties.
• If all parties are in agreement of the change in the access category assignment, the
change is executed;
• If all parties do not agree on the change, all parties should meet with the goal of finding a
common understanding the issues and solution —
o If any disagreement remains between Mn /DOT and a local agency, the district will
make the final decision; and
o if any disagreement remains between functional groups within Mn /DOT, the issue will
be presented to the Division Directors for guidance.
Step 5 — Updating the Database
The District informs OIM of the change and OIM changes the database and revises the maps.
