Prior Lake, Minnesota 55372 RE: HOLLY CIRCLE IMPOUNDMENT STRUCTURE, PROJECT NO~i2) Dear Mr. Loney: I have reviewed the plans sent to me by Valley Engineering relative to the proposed Holly Circle impoundment structure. Based upon review of those plans, and discussion with steve Harvey at Valley Engineering, I conclude the project, as proposed, does not require a permit from this office. No DNR-public waters wetland are affected. I also checked for conformance with state dam safety rules. It appears the height of the control structure, as well as storage volume of the impoundment, are such that the project is exempt from dam safety permitting. Water Conservation District Date: August 6th, 1992 As requested, enclosed is the information needed to locate wetlands protected by the Wetland Conservation Act of 1991 (WCA). An aerial photo showing the approximate size, location and configuration, and boundaries of the wetlands in relation to identifiable physical characteristics, such as roads, fence lines, adjacent property lines or other identifiable features. A soil map is attached with wetland boundaries overlaid. The scale of the soil map is the same as aerial photos 111 = 600'. Soils information is enclosed for all soils on site including: 1) Soil Map Legend 2) Hydric Map Unit Listing 3) Classification,of the Soil 4) Non-Technical Soils Description Report 5) Engineering Index Properties 6) Physical and Chemical Properties of the Soil Copies of the IIRoutine On-Site Determination Method" data forms for each wetland identified is also included. The data lists the indicators for the soil, vegetation, and hydrology and the basis for determining IIwhyll the location is a wetland. Only one sample for each wetland was taken in order to reduce the time for making the wetland determination. Also included is a summary of the wetlands identified and delineated and the Cowardin Classification and the Circular 39 Class of wetland. The enclosed information is on record at the Scott Soil and Water Conservation District Office. You should provide a copy of the information to the Local Government Unit (City of Prior Lake and Prior Lake/Spring Lake Watershed District) having authority over the implementation of the WCA. If draining or filling activities are proposed within any of the identified wetlands, a replacement plan will need to be prepared and approved by the LGU prior to commencing the activity. You are responsible for contacting the Department of Natural Resources (DNR), Army Corp of Engineers (COE), Minnesota Pollution Control Agency (MPCA), and the LGU to see if the proposed activity falls under their jurisdiction. These agencies should advise you of their jurisdiction, if any, within 45 days of receipt of t~-- notification. Enclosed is the Local-State-Federal Notification Form you can use to accomplish this. The information provided in this report is based on existing field conditions and could change over time due to natural or man made changes to the landscape. You should view this information as accurate for no more than two years from the date of the site investigation. This amount is included as a part of your Cost-Share allocation. Please keep in mind that you're expected to annually update the BWSR on the progress, accomplishments and general status of your Special Project. In this way we can monitor results that might be applicable in other areas of Minnesota, as well as informing other districts of what did and didn't work for you in your efforts. SPECIAL PROJECTS APPLICATION District Scott Soil ~ Water Conservation District Fiscal Year 199~ Description of the problem: Flooding, streambank erosion, degradation of water quality and fish habitat in Prior Lake are the priority problems occurring due to stormwater runoff from urbanizing areas of Prior Lake. An 8.0 acre wetland has been manipulated by drainage into a tributary stream of Prior Lake. Increase runoff without detention has caused streambank erosion, potential flooding hazard, and sedimentation along fish spawning areas of Prior Lake. Wildlife habitat has been degraded due to the partial drainage of an 8.0 acre wetland. Project Objections: 1) Restore the 8.0 acre wetland basin. Utilize the wetland for stormwater retention, water quality improvement, and flood control. Reduction in the sedimentation due to existing high velocity. 2) Monitor water within the basin and where it discharges into outlet channel. Document the effect the storage has on water quality. 3) Potential wildlife habitat improvements due to restoration of the wetland. Aesthetic improvement for residents and potential for park land development. (bike trail and hiking trail extension into this area) Description of Proposed Solutions: The proposed solution will consist of an impoundment structure at the outlet of the wetland. A dike will be constructed with an overflow structure.. The overflow structure will consist of a 15" RCP (possibly smaller) as the low flow outlet to the wetland. The invert inlet will be set to maintain a water level in the wetland consistent with its historic level (pre drainage level) A concrete box culvert with a 2 1/21 x 61 opening will be constructed at an elevation to discharge major storm events. (See draft design enclosed) Project Tl..tabl.. April 1st - Submit application for special project funds May 30th - Notification of funds approved June 15th - Received bids July 15th - Open Bids August 1st - Start construction November 1st - Project completion Project Benefits: The restoration will create 8.0+ acres of Type III wetland. Downstream flooding potential will be greatly reduced. Streambank erosion will be eliminated and at the same time a reduction of sedimentation to Prior Lake would improve the fish spawning area. Water quality improvement due to retention of stormwater will be attained, although monitoring of this particular site has not previously been done, other studies indicate a reduction in phosphorous and nitrates are positive results from water retention. Wildlife improvement and aesthetic to the area will be improved. Beneficiaries of the project include downstream landowners of the basin that receive flood waters and where erosion of streambank is occurring. Area will be considered for extension of hiking and walking trails within the City of Prior Lake. Prior Lake/Spring Lake Watershed District - Support of project as per their watershed management plan and water qualityand water quantity polices. EVAluationl The project evaluation will concentrate on water quality benefits. Monitoring of water within the restored basin and at the outlet when discharge occurs will provide an indication of benefits to water quality. Obvious signs of wildlife habitat improvement, streambank erosion protection and the resulting reduction of sedimentation of Prior Lake spawning area will be visually inspected. Operation and M.inten.nce: The City of Prior Lake will be responsible for the operation and maintenance of the project.
