RE: HOLLY COURT ASSESSMENTS
Dear Mr. Knoblaugh:
City Staff has discussed at length again, the assessments
associated with the Holly Court Subdivision. The subsequent
proposal concerning the development of Holly Court has been
tentatively put forward for your consideration:
1. The City of Prior Lake will abate all delinquent special
assessments, interest, and penalty and remove the
assessment balance in exchange for the warranty deed to
Lots 1 & 5, Holly Court. The unpaid taxes must be
remitted in full to the Scott County Treasurer's Office.
2. Lots 2 - 4, Holly Court, shall be assessed a 150 front
foot assessment length for the utilities and street
improvements on Cates Street to serve the development.
The assessment rate will be $lOO.OOjFF with $20.00jFF
for watermain, $40.00jjFF for sanitary sewer, and
$20.00jFF for street and storm sewer. Total assessment
is as follows:
150' @ $100.00jFF = $15,000 for Lots 2 - 4, Holly Court
3. Proposed development must comply with all existing Prior
Lake subdivision and zoning requirements.
4. The City of Prior Lake will construct the Holly Court
Impoundment structure on Lots 1 and 5 up to the
construction cost of $45,230.00. Construction costs
over $45,230.00 will be your responsibility. Staff
intends to rebid the project in April. Drainage
easements as required for ponding, will be provided to
the City and the City will prepare the easements. A
revised estimate for he project which includes
engineering, surveying, project construction cost, and

inspection fees was estimated to be $47,991.00 per steve
Harvey's January 12, 1993 letter.
5. All other utility improvements necessary to adequately
serve the property, along with appropriate easements,
shall be installed according to the criteria established
by the City's standard developer's agreement contract.
This agreement is subject to acceptance and formal approval by
the Prior Lake Cit~ Council. Please direct any questions or
comments regarding th~s proposal to Ralph Teschner or Larry
Anderson at 447-4230. If the conditions are satisfactory, and
~ou wish for the City to proceed, indicate your acknowledgement
~n writing.

NOTICE IS HEREBY GIVEN that sealed proposals will be received by
the City Council of the City of Prior Lake, Minnesota at the
Prior Lake City Hall located at 4629 Dakota Street S.E., Prior
Lake, Minnesota 55372 until 10:00 A.M. on Tuesday, the 15th day
of September, 1992, and will be publicly opened at said time and
place by two or more designated officers or agents of the City of
Prior Lake, said proposals for the furnishing of all labor and
materials for the construction, complete in place of the

Plans and specifications, proposal forms and contract documents
may be seen at the office of the City Engineer, Prior Lake,
Minnesota and at the office of the Consulting Engineer, Valley
Engineering Company, 7301 Ohms Lane, suite 500, Minneapolis,
Minnesota 55439
No bids will be considered unless sealed and accompanied by a
bidder's bond naming the City of Prior Lake as obligee, certified
check payable to the City Manager of the City of Prior Lake or a
cash deposit equal to at least five percent (5%) of the amount of
the bid, which shall be returned or forfeited as set forth in the
Information for Bidders.
The Council reserves the right to retain the deposits of the
three lowest bidders for a period not to exceed sixtf (60) days
after the date and the time set for the opening of b1ds. No bids
maybe withdrawn for a ~eriod of sixty (60) days after the date
and time set for the open1ng of bids.
Contractors desiring a copy of the plans and specifications and
pro~osal forms may obtain them from the office of the City
Eng1neer, upon pa~ent of $25.00 (refundable upon return of the
materials in a cond1tion satisfactory for reuse.
The Council reserves the right to reject any and all bids, waive
irregularities and informalities therein and further reserves the
right to award the contract for the best interests of the city.
