Dear Larry: Due to interruption of the work schedule as a result of the rejection of the bids, we have been forced to postpone the preconstruct Ion conference as planned. This situation has left us holding expenses which would otherwise have been invoiced. As originally proPOSed, one fourth of the fee was due upon completion of the preconstruction conference. Since we are about half-way to the preconstruction conference, we are requesting that the fee for the bid phase portion of the work be split into one eighth due now, and one eighth due after the re-scheduled preconstruction conference is complete. Dear Joe: Last October, after the bids were rejected by the City Council, I met with an independent contractor on the site to evaluate a scaled-down version of the proposed project. By eliminating the concrete retaining wall and railing and by draining down the existing impounded water, the base project construction cost, including engineering, surveying and inspection fees, could be reduced to $47,991.00. Public funding for the project cannot exceed $45,230.00. The City Engineer is determined to proceed with the project and has arranged for an extension of the funding. In order for the work to commence, two options are available: 1 ). Reduce the construction cost by scaling down the scope of the work b~ructing a narrower dam, or 2). Arrange for public\private cost sharing of the project as planne~etaining wall and raili ng. -:" \oj The first option would restrict street construction across the proposed dam. Additional costs would be needed at some future date to widen the roadbed. The second option would require infusion of private capital into the municipal project. Essentially, the city is asking that you enter into an agreement to pay for all costs over and above $45,230.00 if option two is implemented. In conjunction with the impoundment structure, it is prudent to include the construction of sanitary sewer and watermain stubs across the outlet pipe as an additional cost. These items were included in Alternate No.1 in the bid documents. The low bid price was $7751.00. Additional grading and erosion control measures to finish the house pads and complete the sewer, water and streets will cost $27,577.25 after Option 1 and $22,413.05 after Option 2. Summaries of ail the improvement costs in consideration of each of the two options are given in the following page. Please review this data and let me know whether or not you wish to proceed with either of the options as presented. The draft study incorporates all the transportation-related issues that were submitted by the Cities and Townships in November, 1990. In addition, issues and other transportation elements were developed by Scott county and the consultant firm of Strgar-Roscoe-Fausch, Inc. We are requesting your comments on the draft study by Friday, September 27, 1991 in order to incorporate your input into the final document tentatively scheduled for submittal to the Scott County Board of Commissioners in November, 1991. The format for the final study report will be the review of the comments/issues noted in the draft, along with your comments on the draft itself and the development of staff/consultant recommendations on those issues. Therefore, it is very important that your issues be noted toegether with justification/documentation on why your community's position be adopted. This is particularly true in the jurisdiction and transportation issues portion of the draft study (Chapter 3). In addition, the County Board would very much appreciate input and help in developing a mechanism for implementing and coordinating the projects/programs of the Transportation Plan. When the City advertised for this project in September 1992, the bids received were more than 2 1/2 times higher than the estimates for the project. The City felt the project would not be feasible without assistance from the developer, or other source. When it became apparent the developer was not prepared to make this commitment, the City looked for other funding sources. The latest attempt by the city for this funding assistance was in the form of the EPA grant, which was submitted by the Watershed District late last summer and early fall When the EPA grant was not awarded to the Watershed District, Public Works Director Larry Anderson felt the project should be abandoned. I wanted to thank you for your patience and understanding while the City was working towards obtaining additional funding for this project. A scaled back version of the original project was investigated, which would have reduced the project costs to what the original estimates were. However, it was staft's opinion that a better alternative would be to install much simpler, less costly structure, which would not require the use of the &.& gilt awarded by the Board of Soil and Water Resources.
