AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
MAINTENANCE OF WELL #8.
DISCUSSION: Introduction
The purpose of this agenda item is to seek City Council authorization to
enter into the City's Standardized Contract with Traut Well Company to
complete maintenance to Well #8 in the amount of $27,749.
History
The City operates seven wells to provide the water supply to the residents.
Each year the above ground components are visually inspected. More in
depth inspections are completed every 6 -8 years. These inspections
include pulling the pump from the well, opening the pump up and testing
the electrical components, televising the drop pipe and well bowl, and
identifying any maintenance repairs. These repairs can range from pump
maintenance, well casing replacement to full redevelopment (cleaning
excess material out of the well cavern).
Well 8 was installed in June 2006 and has been a primary well during the
summer months. This well typically runs 18 -20 hours a day producing
1,100 gallons of water per minute from the Jordan Aquifer. Since
installation it has pumped 2,456,016,000 gallons of water. This well has
not had any major maintenance completed since installation.
Current Circumstances
An in -depth inspection of Well #8 was completed at the end of 2013. The
motor, pump assembly and supply wire all checked out excellent by Traut
Well Company. The video of the well hole looked good and did not show
the need to complete redevelopment. However, the drop pipe that runs
from the well pump at the bottom to the top of the well showed significant
signs of corrosion due to manganese and natural water chemistry. If the
pipe was reinstalled there is concern that it could not support the pump.
In line with the City's purchasing policy two quotes were obtained for this
work. Traut Well Company submitted an amount of $27,749 compared to
Bergerson Caswell, Inc. in the amount of $24,465. Both Companies are
well respected and fully qualified.

As noted above, Traut Well company completed the initial inspection and
testing on the pump. The council may want to consider the impact of
bringing in a second vendor to the warranty for both components of the
work. Having two vendors complete work on the same equipment can lead
to challenges with workmanship or material issues in the future. The City
Attorney has been consulted on this topic and feels that protecting the
warranty provides adequate justification to award to Traut Well Company.
Conclusion
Although Bergeson Caswell, Inc. submitted a bid that was less than Traut
Well Company, staff is recommending not bringing in a second vendor and
potentially placing the warranty at risk.
ISSUES: The maintenance being proposed is typical for a well of this age.
Considering the high demand this well has served, the repairs are in line
with what should be expected.
FINANCIAL The water operating budget anticipates this type of maintenance on an
IMPACT: annual basis.
ALTERNATIVES: 1. Approve a resolution accepting quotes and authorizing the execution of
the City's Standardized Contract with Traut Well Company for
maintenance and repair of Well #8.

3. Deny this agenda item for a specific reason and provide staff with
direction.

A RESOLUTION AWARDING A CONTRACT TO TRAUT WELL COMPANY FOR THE MAINTENANCE
OF WELL #8
Motion By: Second By:
WHEREAS, Well 8 was installed in June 2006 and has not had any major maintenance; and
WHEREAS, A full inspection was completed on Well #8 which showed the need to replace several sections
of the drop pipe ; and
WHEREAS, Quotes were solicited from two well companies to complete the work. The quotes are as
follows, Traut Well Company in an amount of $27,749 and Bergerson Caswell, Inc. in
the amount of $24,465; and
WHEREAS, Traut Well Company completed the full inspection of the well and incorporates a warranty both
of their inspection and repair work as part of their bid while Bergerson Caswell does not.
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The City Council authorizes a contract with Traut Well Company and the expenditure of $27,749 for
maintenance to Well # 8.
3. The funding for the well maintenance will be from 601- 49400 -412.
