SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS
FOR THE CARRIAGE HILLS PARKWAY, CARRIAGE HILL ROAD AND
CREST AVENUE REHABILITATION PROJECT (CITY PROJECT #14-
002)
DISCUSSION: Introduction
The purpose of this agenda item is to seek approval from the City Council
for the plans and specifications and authorize advertisement for bids for the
rehabilitation of Carriage Hills Parkway, Carriage Hill Road, and Crest
Avenue.
History
Each year the City rehabilitates street segments that are scheduled for
rehabilitation as part of its Capital Improvement Program (CIP). The City
uses the Capital Improvement Program and its Pavement Management
Program to plan for infrastructure improvements and the financing for
capital improvements.
Carriage Hills Parkway and Crest Avenue /Carriage Hill Road are major
collector streets located within the City. Both road segments are
experiencing pavement degradation that is no longer cost effective to
repair.
On October 7th, 2013, the City entered into a professional services contract
with WSB & Associates for design services related to these projects
At the January 13th, 2014 work session, the City Council provided direction
on the design elements for the project. WSB & Associates have been
working diligently since the work session to finalize the plans.
Current Circumstances
Pavement rehabilitation involves the complete removal of the pavement,
spot concrete curb and gutter repairs, partial subgrade correction, and
repaving. Per the City's Transportation Plan, Carriage Hill Road will
ultimately connect with Carriage Hills Parkway which is located to the west
and currently has access from County Road 21. These two roadway
segments are currently configured differently. Carriage Hills Parkway is a
two lane divided roadway with a center median and Carriage Hill Road is a
four lane undivided roadway. Although these roadways are major
collectors, traffic volumes do not warrant a need for a four lane roadway.
The design will provide for a two lane divided roadway with a center median
to match Carriage Hills Parkway. However, there is a portion of Carriage
Hill Road that includes a number of homes with driveways directly
accessing the roadway. Center medians in this location would restrict
access to those driveways. To accommodate these driveways, the current
design includes a center two -way left-turn lane in this location rather than
medians. This design will provide full access to all of the existing
driveways. Drawings showing the proposed design of these streets can be
found on the City of Prior Lake website at www.cityofpriorlake.com
The proposed improvements will not impact the posted speed limit. The
new configuration for Crest Avenue will also continue to provide on street
parking along the east side of the roadway. The new roadway design will
include 20+ parking stalls.
At this point the project design is complete and it is appropriate to seek City
Council authority to advertise for bids. A copy of the plans is available in
the Engineering Department for review. Once the bids are received, City
Staff will present the bids to the City Council for award. If the bids received
are higher than expected, the City Council can elect not to move forward
with awarding a contract.
ISSUES: The use of concrete for these streets was evaluated. Unfortunately on this
project, the cost of concrete was estimated at over one million dollars more
than the use of bituminous over the life cycle of the pavement. As a result,
the bidding of the project will be for asphalt pavement only.
FINANCIAL The table below shows the funding of this project as identified in the Capital
IMPACT: Improvement Program:

Project Total Cost $2,450,000
This project will be funded entirely through City funds. No assessments are
proposed with this project.
ALTERNATIVES: The alternatives are as follows:
1. Approve Resolution 14 -XX approving plans and specifications and
authorizing advertisement for bids for the Carriage Hills Parkway,
Carriage Hill Road, and Crest Avenue Street Rehabilitation Project #14-
002.
2. Deny this item for a specific reason and provide staff with direction.
3. Defer this item until a future date.

A RESOLUTION APPROVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING THE
ADVERTISEMENT FOR BIDS FOR CARRIAGE HILLS PARKWAY, CARRIAGE HILL ROAD, AND
CREST AVENUE REHABILITATION PROJECT #14 -002 FOR THE CITY OF PRIOR LAKE, MINNESOTA

WHEREAS, The City Engineer has prepared plans and specifications for the Carriage Hills
Parkway, Carriage Hill Road, and Crest Avenue Rehabilitation Project (Project
#14 -002),
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The plans and specifications for the Carriage Hills Parkway, Carriage Hill Road, and Crest
Avenue Rehabilitation Project #14 -002, a copy of which is attached hereto and incorporated
by reference herein, are hereby approved.
3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City
and in the Construction Bulletin an advertisement for bids for the making of the improvement
pursuant to the attached plans and specifications. The advertisement shall be published not
less than 21 days prior to the bid opening, shall specify the work to be done, and shall state
that the bids will be received by the City Manager at which time the bids will be publicly opened
at City Hall at 4646 Dakota Street SE by the City Engineer. No bids will be considered unless
sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check,
bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent
of the amount of such bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by
the City Council.
